How do I know if my development qualifies? In New Castle County, call Lee Tunis at 326-4468 who has listings of all approved suburban developments with a cross reference list of the stat maintained streets. For Kent County, please call Kathy Olechny at 760-2425 and in Sussex County, please call Denny Hughes at 853-1321.
How do I apply for the program? Print out and complete the application form (link t the bottom of the web page), attach a voided check from your civic association, and mail to the address indicated on the form.
Do I have to register each year? Yes. Because the members of civic organizations frequently change it is necessary that each development re-register annually. DelDOT will mail re-registration forms in the Fall to it’s mailing list from the previous year. Re-registrations do not require voided checks each year.
What if my civic association does not have check writing capability? We will accept copies of bank statements in the name of your civic association or maintenance organization. The intent of this is to ensure that proof of payment by the civic association can be substantiated. No reimbursements will be made based on payments from personal checking accounts.
What if my development needs the DelDOT reimbursement in order to pay the bill? If your community has a cash flow problem DelDOT will accept a notarized “Good Faith Statement” in lieu of providing a cleared check. This statement is provided at the bottom of the billing form (link at the bottom of the web page). The statement must be signed and notarized.
How does DelDOT determine the reimbursement rates for different developments? DelDOT will reimburse based on 5 storm categories, the 1st category beginning with pavement snow depths of 4” to 8”. The formula is based on a mobilization fee + mileage rate + cul de sac/dead end rate. These rates are explained in detail to respective developments in correspondence provided in the registration process.
Who measures the snow storms and where? DEMA (Delaware Emergency Management Agency) measures the storms at the Hockessin Fire Department for developments in the North District, New Castle County Airport for developments in the Canal District, the Kent County DEMA Office for developments in Kent County , and Sussex County DEMA Office for Sussex county developments. DEMA is an independent agency and not affiliated with DelDOT. Their measurements are taken on the parking lot pavement.
The dividing line separating the North District and Canal District in New Castle County runs west to east from the northern city limits of Newark at the Maryland line to Paper Mill Road; from Paper Mill Rd. north to Possum Park Road, from Possum Park Rd. south to Kirkwood Highway, From Kirkwood Hwy east to Route 7, from Rte 7 south to I-95, from I-95 east to I-495, and from I-495 to Route 9A south to the Delaware River.
Developments north of this boundary are in DelDOT’s North District. Developments south of this line are in the Canal District.
How do I know whether a storm qualifies for reimbursement? Call 1-800-652-5600 after the storm has ended to get a voice recording of the official pavement accumulation.
How do I bill for reimbursement? A billing form will be mailed to each accepted development in the registration process. Complete the form, attach a copy of the snow plower’s bill, attach a copy of the cancelled civic association check that paid the snow plow contractor, and mail to DelDOT.
When can I expect payment? Past response rates have averaged between 7 to 10 days from receipt of the bill.
