82nd Avenue Business Association Board Meeting Minutes

BOD Meeting Minutes - November 20, 2001

A regular meeting of the joint boards of Foster Area Business Association and 82nd Avenue was called to order by Ken Turner at 4:32PM, at Standard TV & Appliance (82nd Avenue, Portland OR).

Board members present: Mike Mosee, Jim Losk, Bob Head, Ken Turner and Jim Barrett. Also present: Nancy Chapin (The Support Group), Paul Ellison (Bank of the West) and Yola McCants (Yola's Foster Road.

Absent were: Joel Grayson, Shanna Eller, Javier Mena, Oskar Hess, Louis Martinez, Ron Cummings, Kaia Cabana, Gail Nonneman, Kathleen Lansing, Bud Dietz and Fred Michael.

The Minutes were accepted as presented.

The 82nd Avenue financial report was presented.

Land Use: The status of the ONYX nightclub is still being discussed. It will be opening for adults. The LNA is concerned.

Light Rail Project: Still moving along. There will be a meeting tonight. Ken will not say it has 100% support. Hard to say what kind of impact the dessenters will have. Salem is applying for a connection to the commuter train at Beaverton to Wilsonville, which has been approved by the Governor.

82nd Ave Flag Project: Paul thanked Ken for his foresight in spearheading the flag/banners on 82nd.

Crime Issues: Graffiti that Bob Head has reported has disappeared. The signs are being turned on 82nd.

APNBA: Ken is serving on a committee to assess the use of the Business Income Tax. There are some strong people/organizations serving on this committee to look at the business climate and whether the BIT should continue being the revenue source. The Street Maintenance fee was successfully challenged, was to be referred to the voters, the city withdrew the porposal and put out a call for alternative revenue sources. The Chamber of Commerce, APP, BOMA, APNBA and others are working on another proposal. There is $27,900 available for Business District Grants. FTAP is the only SE business group that has applied for a grant.

EPCC: The annual retreat was held. Dan LaGrand of the Oriental College of Medicine, will be the new President. Working for partnerships with the Business Districts. 170 members are now working towards becoming independent of the Gresham Chamber.

ROSE: Paul is the incoming President, Jim Barrett will be the Vice-President. ROSE works to develop affordable housing and is involved in the Lents 2000 project development. Ken heard a tenant has dropped out. Some people are concerned with the numbers.

FTAP: There was a meeting concerning the late night noise around Restaurant Russia. There will be another meeting. Couzin's is near there and has applied for a liquor license. SE Works has started remodeling into the former City Glass space. It will house their youth programs. They also have a storefront improvement loan. Yola's Coffee Shop at 6506 SE Foster has good coffee.

Urban Renewal: PCC is moving forward on using the former Albertson's and Builders Square space on SE 82nd and Division. The thrift store on SE 82nd and Holgate has closed and will be torn down soon. All URD committees are meeting on the 2nd Tuesday, December 11th. The Redevelopment Committee is meeting the @nd Thursday, December 13th. Street paving will happen east of the freeway in the Spring.

Merchant Report: Harold Thomas Simms has leased the upstairs of Yola's. He is having the grand opening of the Foster Road Art Gallery, 6506 SE Foster, on November 30th, 4PM to 8PM. They do fused glasswork in the storage area.

Old Business: Elections - Ken will not be serving as President again. We will have to elect officers at the January 15th meeting; there will not be a meeting in December.

New Business: The Holiday Party will be on Thursday, December 6th, 6PM to 8PM. There will be a buffet dinner, singers and a silent auction. Standard TV & Appliance will donate a VCR. Next Board meeting is January 15th. Neal Naigus, PCC will be the speaker at the next general meeting on the 8th.
