ACCORD Minutes
5 February 2001, Castlewood Library

Let the record show a quorum of 27 members was present.

Randy Pye, President, called the meeting to order at 6:50 pm. Executive Board attendance: Randy Pye/ Homestead Farm II, President; Brad Calbert/Cherry Knolls, 2nd VP (Plans); Andrea Suhaka, Executive Coordinator/ Secretary were present. Tanis Kirrane, 1st VP (Membership) and Hanna Goldberg/Palos Verdes, Treasurer, were absent

Andrea Suhaka and Brad Calbert presented 9 Arapco* plans received in the past month. Comments on the plans were passed unanimously are found separate from the minutes.

Randy invited special guests to speak.
1. Deputy Stefan, ACSO*, distributed a survey the ACSO is requesting we fill in and mail or fax back. It is included with these minutes and can be found on the internet at: www.arapahoesheriff.org
2. Fire Chief Bob Rinne', South Metro Fire Dist.
?• Briefly discussed the drowning in the pond at the SW corner of DTC Blvd. & Belleview, 5 depts of rescue units responded.
?• Briefly discussed the "chemical spill" on I-25 at Arap.Rd.
?• He was appointed by the BOCC* to the E-911 Authority Bd.
3. Jean Flynn, SSPRD*.
?• FoxRidge, Fox Hill and Watson Lake playground renovations will be voted on at SSPRD's 2/14 meeting, change of time to 7:30 pm.
?• Little Dry Creek playground renovation will begin the system on 2/26.
?• Web site address has changed to www.sspr.org
?• She distributed information on this year's Matching Grants program, $5K more available over last year.
4. Eloise May, ALD*.
?• Over the past 9 years library dist. circulation has increased from 1 million to 2.5 million items; from 15% to 30% items that aren't books.
?• Plans are being drawn up for the Castlewood renovation.
?• The Location & Extent process is starting for the new Smoky Hill Library at S. Biscay & Smoky Hill Rd. The ALD will lease some space in its current site for meeting room for the time being. Renovations and capital expenditures will be paid for by the mill levy and not bonds.
5. John Brackney, BOCC, Dist. 3.
?• Brief discussion of sex offender group home, should the county develop policies regarding?
?• County wants to use Highway User Trust Fund money to bond again future collections to work on major capital improvement proj. County may also act at a super match to cities doing roadway proj.
?• Brief discussion on the county's Urban Growth Boundary
?• Cent. Airport will rebuild runway 010 with 1/2 funding from GWV. The airport has started to route departing flights over Cherry Creek SP. There will be a workshop on airport funding 2/23, 8:30a with Dougco & Arapco. - public meeting
6. Paul Rosenberg/Hills at Cherry Creek introduced Tammy Scott/Strasburg as a possible addition to the new unincorp. ACCORD organization.

Officers?’ Reports:
1. Executive Coordinator?’s Report: Andrea Suhaka.
?• Andrea distributed a sheet of the proj. receiving federal funding, through DRCOG*, in Arapco.
?• DSIM* will be moving to E. Briarwood Ave. & S. Havana St. open for business 2/20. Planning Commission will start meeting there on 3/6.
?• Passed around the clipboard with material received over the past 2 months.
2. Min. were unanimously approved as mailed.
3. Treasurer?’s Report: Hanna Goldberg. Andrea reported for Hanna, unanimously approved.
?• Checking: Beginning Balance (1/8/01) $ 100.35
Income: Transfer from savings + 200.00
Expenses: Exec. Coord. pay, ALD - 230.00
Ending Balance (2/5/01) $ 70.35


?• Savings: Beginning balance $ 571.60
Income: interest + 5.88
Transfer to checking - 200.00
Ending balance $ 377.48
4. a. ACCORD Future Committee/Incorporated, Cathy Noon/Chaparral:
?• Presented a request that this new "CenCORD" be used as information exchanging and planning referral for the city.
b. ACCORD Future Comm./Unincorporated, Paul Rosenberg/Hills at Cherry Creek:
?• The have 2 future meetings set up for 2/20 & 3/20 at Parker Fire Sta. 72 and are working to build the organization. 7 members attended the 1/22 from their beginning 4, more are interested.

ACCORD had requested a presentation from Kaiser on Case #P00-191. They did not come.

Evening?’s presentation
A. Cases #Z00-015 & P00-079, Quincy Highlands North, 1st Amend. PDP & PP, were presented by Gary Guinn/Cooper Investments & Diana Royal (?)/Norris Dullea. This was a 160 ac. proj. first zoned in 1982. The piece being considered now is the N 80 ac. After discussion a motion was passed unanimously to recommend the proj. favorably pending the addressing of the following concerns: the traffic circulation pattern is inadequate, insufficient major E/W roadways, insufficient internal plans for traffic signals; regional open space is inadequate for the number of residential units planned; there are no plans currently for a further school and those in the area are already overcrowded.

It was suggested that Angela Phillips of Cherry Creek Schools should address ACCORD on how they make their determinations on need for schools.
