Argyle Civic Council Meeting Minutes
September 26, 2016

I.    President, Bill Lewis called the meeting to order at 7:39 p.m.  
a.    Those present at the meeting are as follows: President, Bill Lewis, Vice President, Kathy Beck, Secretary, Sherry Warren, Treasurer, Cherry Gravens, Thomas Martin, Darren and Tara Jones, Pete and Gretchen Lawson, John Draper, Ethel Loewenguth, Linda Goble, Teresa Elam, Liz Lauricella, Debby Walters, Kristi Dorney, Allen Durant and Senator Audrey Gibson and assistant Teresa.  
II.    Approval of Past Minutes - Thomas Martin member of NFTPO requested clarification be made that he shared the Transportation report at August meeting.  A motion was moved and adopted to approve the minutes as amended (Thomas Martin & Kathy Beck).  

II.    Committee Reports:  
a.    Florida Senator - Senator, Audrey Gibson from District 9 shared her thoughts on various subjects and encouraged her constituents to consider subscribing to her email notices.  
i.    John Draper asked for her assistance to have DOT complete the landscaping previously promised at Blanding & I-295.  
ii.    Residents requested speed limit controls on Argyle Forest Blvd. as traffic feels like the Audubon speedway.  
iii.    Audrey shared her view to legalize marijuana for medicinal purposes.  
iv.    Audrey said they will be upcoming discussions regarding our water supply in Jacksonville.

b.    Transportation – Thomas Martin said there is an application to rezone PUD for 7710 Shindler Drive.  Site plan proposed 2016-0605 would construct a day care on the site.  He shared the site plan for attendees review and expressed concern over the exit plan from the daycare.   New zoning signs have been erected.  

b.    Treasurer’s report: $650 checking and $25 in savings.
 
III.    Old Business
a.    Resident Debbie Walters brought a used drug needle found in her yard and said there are many more that have been found in the neighboring yards.  The “Drug house” on Honeysuckle is still in full operation as well as is prostitution still taking place, in some cases in the home’s back yard as well as up & down Youngerman Circle.  Brandywine neighborhood has many retirees and young children and they are in fear as DEA was unable to yield results.  Neighbors are even more concerned.  One elderly neighbor was so concerned she was unable to attend our meeting.  Neighbors are finding dirty needles in their yards and on the streets and are concerned additional danger will break out.  This is unacceptable and dangerous and we respectfully seek serious and immediate police resolution.  The home in question is a rental.  The homeowner owns and manages Al’s Pizza on Hwy 17 in Orange Park.  
b.   Quality Inn motel dumped their old mattresses behind neighboring    old Circuit City building on Youngerman Circle     according to one attendee who spoke with Quality Inn employee(s) about their bed bug problem.  The Quality Inn employee said they got rid of their old mattresses and were obtaining new mattresses to combat the problem.  The mattresses are visible from I-295/Blanding exit.  
c.    There are abandoned cars in the (old Circuit City) parking lot located on Youngerman Circle.  
d.    Prostitution is appalling in this area!  One resident watched a woman from our Brandywine neighborhood (drug house) prostitute herself on Youngman and has been seen climbing into big rigs parked in Circuit City parking lot & exiting a short while later.  Other neighbors have also corroborated same story.  
e.    Residents are hoping to get some assistance from property owner regarding old Circuit City building to take responsibility
for issues occurring on their premises.  
Hotels on Youngerman Circle are a hot haven for criminal activities.

IV.    New Business – N/A.  Meeting scheduled to end early in order for residents to watch presidential debate.

V.    A motion was made (Thomas Martin and Kathy Beck) and approved to adjourn the meeting at 8:35 p.m.
