The AACC studies issues and concerns through elected officials and governmental agencies to work toward acceptable solutions. First Coast Expressway http://www.firstcoastexpressway.com/ The First Coast Expressway (FCE, SR 23) is a multi-lane, limited access toll road that, once completed, will cross parts of Duval, Clay and St. Johns counties. Expressway traffic will pass through electronic toll gantries without stopping. The gantries will contain an electronic system that will either detect the vehicle's SunPass transponder device or scan the vehicle's license plate for a toll-by-plate invoice in the mail. The total length of the proposed roadway is approximately 46 miles. The FCE will reduce congestion on other major roadways in the region, important not only for daily commuters but also critically important during times of storm-related evacuation. A pedestrian was attempting to cross Argyle Forest Boulevard around 9:30 p.m. Saturday when she was struck and killed by a car, the Jacksonville Sheriff's Office said at press briefing. It appeared that the pedestrian's vehicle had broken down in the area. She attempted to cross the roadway towards the Dollar General store when the Genesis struck her. The driver lost control of the car, which was described by the police as a Genesis, and swerved into a Honda CRV, JSO Lt. Mana said. There was no crosswalk at the scene. The two passengers in each car were also injured. Their injuries are minor, Mana said. There were no signs that either driver was driving impaired at the time. c.
