ARGYLE AREA CIVIC COUNCIL
MINUTES OF THE OCTOBER 15, 2007 MEETING
HELD AT DENNY’S RESTAURANT, 8409 BLANDING BOULEVARD
JACKSONVILLE, FLORIDA 32244
 
PRESENT:  Bill Lewis, President; Tom Dumas, Vice-President; Allen Durant, Treasurer; Marie Splane, Recording Secretary.
Others in attendance: Jim Kelly, John Draper, Bobbie Cockayne, Don Christen, Ellie Cristen, Kathy Beck, Kay Sibert, Thomas R. Martin, Bill Ellis, Ashley Davis, David Hodges, Ed Pauly, Ben Weaver, Jim Minion
 
1. Call to Order. The meeting was called to order at 7:38 p.m.
 
2. Approval of September Minutes. Tom Dumas moved that the September minutes be approved; motion seconded by Ashley Davis. Motion passed.
 
3. Committee Reports:

Jacksonville City Council/Clay County Commission reports: No reports this month.

Transportation: Phase 2of Argyle Forest Boulevard is now complete and the speed limit has been raised to 45 mph.  
There was extensive discussion about local road projects, including:
a. A proposed “Cecil Connector,” which is thought at this point to have limited usefulness to Argyle area traffic.
b. The extension of Collins Road from Old Middleburg to Shindler is going to be a two-lane extension, with the potential of four lanes later.
c. Old Middleburg Road widening project will be started before the Collins Road extension project.
d. Parramore Road: Some road funding has been, unfortunately, taken away from this project. It is felt that the Parramore Road connection will greatly alleviate traffic around the Blanding/Youngerman Circle area. Harmony Farms has donated right-of-way land to help with this project.
e. Collins Road/Blanding Boulevard interchange is scheduled to begin July 2009.
f. Collins Road widening between Rampart and Blanding is now underway.
g. College Drive extension: The first phase will be built through the power line easement or through Kindlewood, going from Branan Field/Chaffee Road to Cheswick Oak.
 
4. Business Development:
a. Several AACC members have brought up the opening of an adult novelty store in the strip mall at Argyle Forest Boulevard and Youngerman Circle. While there is no known restriction on such an establishment in that area, it has been suggested to the other tenants at that location that perhaps they should negotiate a reduction on their rent due to the new element that has been added in this mall.
b. Oakleaf Town Centre: This past weekend saw the grand opening of several establishments: Home Depot, Kohl’s, Chili’s and Famous Footwear. Beall’s should be open before the end of the year.
e. Communications/Website: No report.
f. Homeowners Associations Presidents meeting: No report.
g. Landscaping: There was extensive discussion about the Argyle Forest entranceway median mowing. The Public Works Department of the City of Jacksonville is still under the belief that this is a homeowners association responsibility. More communication with the city is ongoing in an effort to rectify this. Meanwhile, the landscaping for the Phase 1 section of Argyle Forest Boulevard is still unsettled, but communication with City Councilman Corrigan is ongoing. It was suggested previously that funding for the planting of trees along this section could be accomplished with use of the prior landscaping plan and trees purchased and planted by using the City’s tree mitigation fund.
Some AACC members suggested contacting the developer of Oakleaf Town Centre and businesses in the Argyle Forest Shopping Center about assisting in the repair of the entranceway sign and mowing. If anyone is interesting in filing a complaint with the city about the entranceway being run down and unmowed, the address of the median is 6001 Argyle Forest Boulevard.
 
5. New Business:
Allen Durant announced that everyone is invited to attend the Cecil Field Master Plan Community meeting October 16 at 7 o’clock at the Cecil Field Conference Center.
 
There being no further business to come before the council, Kay Sibert moved to adjourn. The motion was seconded by Tom Dumas and passed. The meeting adjourned at 8:44 p.m.
