MINUTES OF THE ARGYLE AREA CIVIC COUNCIL
Monday, February 19, 2007
Denny'’s Restaurant, 8409 Blanding Boulevard, Jacksonville, Florida 32244

Present: Bill Lewis, President; Tom Dumas, Vice President; Allen Durant, Treasurer; Marie Splane, Recording Secretary.
Others in attendance: Ken Shirey, Kay Sibert, Bobbie Cockayne, David Hodges, Jim Kelly, Wayne Bolla, Alberta Hipps, Suzanne Jenkins, Dave Siebert, Wilma Schnell, Kevin M. Kuzel, Loretta J. 1. CALL TO ORDER: The meeting was called to order at 7:34 p.m.

2. APPROVAL OF MINUTES: David Hodges made a motion to approve the minutes as posted, seconded by Allen Durant. Motion passed.

3. CITY COUNCIL REPORTS:
Suzanne Jenkins, City Council District 4 (Southside, Downtown), reported on the progress of the St. Nicholas Town Centre improvements: Landscaping and lighting improvements, business establishments repainting and upgrading their buildings. This was part of a community-wide participation and visioning process that has taken two years to accomplish. Roadway construction improvements in district 4 are also in progress.

The zoning codes for the entire city are in the process of being rewritten. Executive summaries of zoning changes can be obtained by emailing Sharon Copeland at the City of Jacksonville website or the Division of Legislative Services.

CLAY COUNTY REPORTS:
Clay County Schools: Wayne Bolla reported that the County is working hard on concurrency. Growth in Clay County is rapid and they could use one and a half elementary schools right now. Only two schools can be built a year and staffed. They have elected to put off one of the Argyle Oakleaf schools until next year. Clay County has elected to limit their overcrowding capacity to 110 percent.

Clay County Commissioner, District 2 - Doug Conkey
Commissioner Conkey reported that Clay County is grappling with growth and transportation issues. One of the complications is that the Argyle/Oakleaf area spans both Duval and Clay Counties, which makes teamwork between the two counties very important. The Commission is working with the School Board to address growth management issues.

PUBLIC SAFETY REPORT: No reports this month.

TRANSPORTATION (David Hodges):
Phase 2 of the Argyle Forest Boulevard widening is still in progress, perhaps a little ahead of schedule.
I-295/Collins Road Interchange. July 1, 2009 is the start date for construction.
Collins Road widening: The city will be building double overpasses over I-295, but they are still undecided about what to do with Paramore Road.

ECONOMIC/BUSINESS DEVELOPMENT (David Hodges): The City’s Planning Department representative could not attend tonight’s meeting. The discussion would have been about a 17 acre parcel that was reserved for a school but apparently is no longer; also to find out about the status of a soccer complex that was promised for the corner of Argyle Forest Boulevard and Old Middleburg Road.

COMMUNICATIONS (Bill Lewis): The website has been cleaned up and rearranged. All of the minutes have been combined into years. Dead web links have been removed.

GRANT WRITING COMMITTEE: No report.

HOMEOWNERS ASSOCIATION PRESIDENTS MEETING: No report.

LANDSCAPING COMMITTEE: We are still trying to find a way to get the Argyle Forest Entranceway cleaned up. Ownership of the entranceway has been an unanswered question. Suzanne Jenkins suggested a Neighborhood Matching Grants application.
Lights on the Argyle Forest Bridge: Many residents would like to see the lights in working order. Suzanne Jenkins suggested Nancy Kilgo as a contact at JEA that may be able to give us some more information on this issue. David Hodges will follow up.

TREASURER’S REPORT (Allen Durant):
Allen reports that the treasury totals $353.12.

OLD BUSINESS:
The Argyle Area Hobnob is scheduled for February 24, 2007. This year we will have Angela Corey as the moderator, and the candidates will answer a list of questions and will also be allowed to ask each other questions. The results of the straw ballot will be posted on the website.

UPCOMING ELECTIONS:
Duval County Supervisor of Elections:
Suzanne Jenkins is running for Supervisor of Elections. She currently serves as City Council Representative for District 4 and has served two terms. Her current term will end on June 30.
The election is scheduled for Tuesday, March 20th . Ms. Jenkins fielded questions from the audience.

Jacksonville City Council, District 14: Dave Siebert and Jim Minion, also candidates for City Council, District 14, introduced themselves and each gave a brief speech.

Jacksonville City Council, District 2 At Large: Bob Harms, candidate for City

Council District 2 At Large; and Jay
Jabor, candidate for City Council District 2 At Large, gave introductory speeches.

Jacksonville City Council, District 11: Jim Minion, Candidate for City Council, District 11, introduced himself and answered questions from the audience.

No further business coming before the board, Allen Durant made a motion to adjourn, seconded by John Draper.

The meeting adjourned at 9:02 p.m.

a. Gary Kresel from the Planning Dept to speak on the subject of the missing 12 acres for the school across from Enterprise. Jeanie Fewell gave this land to the Parks and Rec Dept but I want to get it back and he says we can. David Hodges pointed him toward Alberta for an explanation of the land swap/zoning change that she brokered as Councilwoman which never got finished. He talked to Parks & Rec today about this issue and also about getting started on the soccer complex at the corner of AFB and Old Middleburg.
