MINUTES OF THE JUNE 16, 2008
MEETING OF THE ARGYLE AREA CIVIC COUNCIL
Held at Denny’s Restaurant, 8409 Blanding Boulevard
Jacksonville, Florida 32244

Present: Bill Lewis, President; Tom Dumas, Vice President; Marie Splane, Recording Secretary; Allen Durant, Treasurer; Jim Kelly; Bill Ellis; John Draper; Bobbie Cockayne; Don Christen; Ed Pauly; Ashley Davis; David Hodges.

1. The meeting was called to order at 7:50 p.m by Vice-President Tom Dumas. President Lewis is en route.

2. The minutes of May 19 were reviewed. Bill Ellis made a motion to approve the minutes, seconded by Bobbie Cockayne. Motion passed.

3. Committee Reports:
(a). AACC-sponsored Local Elections Forum Hobnob (David Hodges): Dates for the political hobnob were discussed, after which David Hodges made a motion that the debates for Clay County be held August 4th for the constitutional officers (clerk of court, property appraiser, tax collector, supervisor of elections and sheriff), August 11th for the remaining local elections (state attorney, state representative, school board, referendum/referenda, county commission at-large seats), and the date for Duval County elections hobnob be held on August 18th, all to begin at 7 p.m., at sites to be determined. The motion was seconded by Allen Durant. After discussion, vote was taken and the motion carried.

(b). Treasurer’s Report: Treasurer Allen Durant reports that the treasury balance is the same as last month, $347.12.

(c). Transportation:
(1). Oakleaf Town Center: Marie Splane brought up an issue about the viburnum hedge located around an interior roadway in the vicinity behind Chili’s restaurant, in that it obstructs drivers’ vision when attempting to turn onto the interior roadway. Allen Durant will ask the developer to check on it.

(2) Collins Road Extension: Bill Ellis gave a status on the widening and extension project. Work apparently cannot be done until the roadwork on Shindler Road is finished. Both of the permits from Rampart to Shindler, and the extension from Shindler to Old Middleburg, are still on hold with the St Johns River Water Management District.

(3) Holiday Grocery/Gas Station: David Hodges gave us an update on the construction and rezoning and permitting problems that have occurred. The grocery store/gas station parking design is being reworked, as well as covenants and restrictions compliance issues with the neighboring mobile home subdivision.

4. Old Business:
(a). Landscaping:
(1). Argyle Forest Entrance Sign at Blanding Boulevard. Allen Durant has located a source for the bricks to be used in the repair of the median entrance. David Hodges made a motion that 50 bricks be purchased from Carolina Lumber Company. Bill Ellis seconded the motion; motion carried.

(2). Dead Trees along Argyle Forest Boulevard. Several oak trees have died. David Hodges agreed to write a letter to the City’s contractor to take a look at this.

(3). Vegetation Overgrowth. There is significant vegetation overgrowth at the edge of the creek at the Argyle Forest Boulevard bridge and the bridge over Collins Road. David Hodges will write a letter asking if this vegetation can be trimmed.

(b). Land Swap. David Hodges would like to write a letter to the Duval County Fire Department and the Recreation Department regarding the status of the land swap for the new fire station and the soccer complex.

(c) Tax Collector Branch Office: David Hodges will write a letter to the Duval County Tax Collector asking when we can expect the opening of the Argyle/Oakleaf area branch office.

5. New Business:
(a) Cecil Commerce Center: A question was asked about the status of the planned Wal-Mart warehouse. Apparently the plans are under review at the City of Jacksonville Planning Department. David Hodges reported that another big enterprise will be the air traffic controller school.

There being no further business to come before the council, Bill Ellis made a motion to adjourn. Motion seconded and carried. The meeting adjourned at 8:43 p.m.

4. Old Business
a. Argyle Forest Sign Island at Argyle Forest Blvd and Blanding - We still need the assistance of a brick mason who can advise the best way to replace the broken bricks.
b. Update - New Argyle Forest Blvd Bridge Lights
Councilman Corrigan asked that I send the attached picture regarding the proposed bridge lights for your review. JTA and JEA concurrently have requested that new lights be installed to replace every other existing decorative lighting housing and brick work with the proposed historic lights, which are similar to the ones installed on the Ortega River Bridge. There will be no decorative housing lighting at the second, fourth and sixth locations, which will be removed. A couple of other pictures are attached for reference.

In accordance with your response and by copy of this email, we are advising JTA to proceed with this project. The 2nd, 4th and 6th decorative housings will be removed from both sides of the bridge. The six housings will be delivered to the Chimney Lakes Recreation Center. At the locations the housings are removed, the City/JEA approved lights poles will be installed. The 1st, 3rd, 5th and 7th decorative housings will remain untouched.

They are now balking at swapping their acreage on Old Middleburg for the
JFRD's acreage on AFB. We need to send a forceful letter supporting that
swap. JFRD is also planning a command center for the entire Westside at
that new location and we could use the extra jobs as well. If the swap is
not done, JFRD will not build the station in our lifetime. We need
Corrigan, Holt and Davis to weigh in on this as well as all five at-large
council members with letters of support sent to the Mayor.
