MINUTES OF THE JANUARY 15, 2007 MEETING
HELD AT DENNY'S RESTAURANT, 8409 BLANDING BOULEVARD
JACKSONVILLE, FLORIDA 32244
PRESENT: Bill Lewis, President; Tom Dumas, Vice President; Allen
Durant, Treasurer; Marie Splane, Recording Secretary.
Other members in attendance: Ashley Davis, Ken Shirey, Kay Sibert,
Dick Berry, Thomas R. Martin, Fred & Jean Campbell, John Draper,
David Hodges, Bobbie Cockayne, Jim Kelley.
The meeting was called to order at 7:35 p.m.
Approval of December minutes: The December minutes were reviewed;
Kay Sibert moved to accept the minutes as written, seconded by John
Draper. Motion passed.
COMMITTEE REPORTS:
Jacksonville City Council and Clay County Commission: No reports.
Public Safety: No reports.
TRANSPORTATION: Bill Lewis will correct the email hyperlink for
Branan Field/Chaffee Road and the Department of Transportation's
information site.
David Hodges reports that according to Clay County Commissioner Doug
Conkey, Cheswick Oaks will be extended further south to one or two more
housing developments which are expected to be built in the area
extending down to Kindlewood & Branan Field Road. A new fire station
will be built near the intersection of Kindlewood and Cheswick Oaks.
Jim Kelley reported that there will be a dedication next week for a
new Clay County K-8 school which will be located in the Oakleaf
Plantation area.
BUSINESS DEVELOPMENT: There was discussion about the tenants at the
Oakleaf Town Center. There is speculation that a Home Depot may be
coming in, as well as a Kohl's, but nothing has been confirmed by the
developer.
Corner of Argyle Forest Boulevard and Rampart Road: Bill Lewis reported that
the developer for this parcel, Charlie Mann, has emailed the updated PUD plan
and it is on the AACC website.
Homeowners Associations Presidents Meeting: No report.
Grant Writing and Landscaping: No reports for now.
Hobnob and City Candidate Forum is set for February 24th. Details
will be available later.
OLD BUSINESS:
Lighting on the Argyle Forest Boulevard Bridge. Kay Siebert asked if there
Is any action pending regarding the lights on the bridge. Discussion
ensued regarding what entity has responsibility.
Duval County Commission Elections:
Dick Berry, candidate for city council district 11, introduced
himself and gave us a brief history of his background.
Mr. Berry gave us a brief synopsis of two bills pending before the
city council:
Ordinance 2006-1225, dealing with lands adjacent to airports, which
requires landowners and developers whose land is located within the
zone restriction area to require purchasers to sign an
acknowledgement and relieve the airport of any responsibility related
to noise.
Ordinance 2006-1394, relating to septic tanks and the Septic Tank
Superfund. This ordinance would require a mitigation fee of $5,000
and $10,000 for all existing septic tank owners; a limitation on the
location and type of septic tanks near tidal-influenced bodies of
water and other wetlands; deferred connection option for properly
functioning existing septic tanks where the ability to connect to a
regional sewer plant exists; failing septic tanks near tidal bodies
of water with no regional plant nearby must replace them with a
Performance-Based Treatment System; increased regulations for septic
tank contractors; the requirement to have septic tanks inspected and
pumped every five years.
TREASURER'S REPORT: Allen Durant reported that the treasury balance
is $353.12.
There being no further business to come before the board, Kay Sibert
made a motion to adjourn, seconded by Allen Durant. Motion carried.
The meeting adjourned at 8:53 p.m.
