MINUTES OF THE MARCH 17, 2008
MEETING OF THE ARGYLE AREA CIVIC COUNCIL
Held at Denny’s Restaurant, 8409 Blanding Boulevard
Jacksonville, Florida 32244

Present: Bill Lewis, President; Tom Dumas, Vice President; Marie Splane, Recording Secretary; Allen Durant, Treasurer;
Thomas R. Martin, Bill Ellis, Doug Conkey, Charles H. Felder, Bobbie Cockayne, Jim Kelly, Don Christen, John Draper, Kathy Beck, Kay Sibert, David Hodges and Tony Bates.

The meeting was called to order at 7:35 p.m.

APPROVAL OF FEBRUARY MINUTES: Thomas Martin made a motion to correct the treasurer’s report. The correction should read that the bank balance is $347.12, not $47.12. Motion was made by Tom Dumas to correct the minutes, seconded by Bill Ellis. Motion passed.

COMMITTEE REPORTS:
Clay County Commissioner Doug Conkey:
1. A road impact fee was passed in Clay County. The County is divided into two sections. The fee will be about $5,000 for the more developed section and $4,000 for the more rural section. This will go into effect 1 January and will be charged at certificate of occupancy.
2. $90 million bond project was approved for the north-south corridor. Road widening in the area of Hanley Road at Lake Asbury, where it meets SR 218, goes due north to CR 209, north to SR 220, will be four lanes. Old Jennings Road from Branan Field to Blanding will be widened. From R 220 to Blanding, where it crosses over to the Old Jennings, will be starting shortly. The 209 North extension has been approved.
3. In this year’s budget, 55 percent of the capital improvement funds will go towards transportation. The contract for the $15 million mega road project was approved. Wells Road from the railroad tracks towards Highway 17 will be rebuilt to take out the curve. Road improvements will include College to Knight Boxx, 209 extension, CR 220/CR 209 intersection improvements, CR 220 & Baxley intersection improvements.

Commissioner Conkey fielded miscellaneous questions from those in attendance, including intersection/red light cameras, water conservation issues.

TRANSPORTATION (David Hodges): David Hodges thanked the people who showed up on Saturday to work on the Argyle entranceway median, particularly Anthony Arnett and his son. Ashley Davis went down 8 days earlier and dug all of the grass from around the sago palms and put in two bags of
potting soil and four bags of mulch.

There will be a public meeting on Thursday at the Chimney Lakes Elementary School, with a presentation at 6 o’clock, on the Shindler Drive Phase I roadway and drainage improvements, which runs from Argyle Forest Boulevard to Collins Road. Discussion

Bridge Lights: John Draper asked for an update on the new bridge lights. President Lewis said that a light will be placed on every other post.

LANDSCAPING: Ashley Davis commented that Davey Tree Service was doing a good job of re-guying and straightening the trees along the Argyle Forest Boulevard median due to the recent high winds.

Ashley suggested that when we find suitable replacement bricks for the Argyle entrance median, and find a brick mason to do the work, we all donate sufficient funds on a one-time basis to get the work completed. A fundraiser was suggested. Discussion.

TREASURER’S REPORT: Allen Durant reported that the bank balance remains at $347.12

NEW BUSINESS:

Winn Dixie has made application for a zoning exception to put in a package store for the sale of all alcoholic beverages at its Argyle Forest & Cheswick Oak site. Discussion. It was the general consensus that we need not take a position on this one way or the other.

There being no further business to come before the council, Bill Ellis made a motion to adjourn, seconded by Kay Sibert. The meeting adjourned at 8:59 p.m.

5. New Business

1. Winn-Dixie wants to open a liquor store at its Argyle store on Argyle Forest Boulevard at Cheswick Oak Avenue. The company is seeking from Duval County an exception to allow for the sales of all alcoholic beverages from its proposed package venue. The item goes before Duval County's planning commission on March 27, 2008 at 1:00 pm in the City Council Chambers according to Andy Hetzel, senior planner. Reference: E-08-19 - 8560 Argyle Forest Blvd, Jax, FL 32244 Contact Planning and Development Dept 904-630-1902 for more information.

2. Update - New Argyle Forest Blvd Bridge Lights
Councilman Corrigan asked that I send the attached picture regarding the proposed bridge lights for your review. JTA and JEA concurrently have requested that new lights be installed to replace every other existing decorative lighting housing and brick work with the proposed historic lights, which are similar to the ones installed on the Ortega River Bridge. There will be no decorative housing lighting at the second, fourth and sixth locations, which will be removed. A couple of other pictures are attached for reference.
