MINUTES OF THE ARGYLE AREA CIVIC COUNCIL
Held on Monday, October 20, 2008 , 7:30 P.M.
Denny's Restaurant, 8409 Blanding Boulevard
Jacksonville, Florida 32244

PRESENT: Bill Lewis, President; Tom Dumas, Vice-President; Allen Durant, Treasurer; Marie Splane, Recording Secretary; Karen Whitfield, Robert Taylor, Thomas R. Martin, Bill Ellis, Fred and Jean Campbell, Bobbie Cockayne, Jim Kelly, Cheryl Anderson, Kay Sibert, Doug Conkey, Don Christen, Leo King, Michelle Fowler, Ashley Davis, and John Draper.

1. The meeting was called to order at 7:44 p.m.
2. Approval of August and September minutes. As to the September minutes, President Lewis made a motion to make a correction in the Transportation paragraph, third line down, should read "Collins to Youngerman Circle." The 5th paragraph reference to Allan Durant should read "Allen Durant."
Thomas Martin moved to make the following corrections in the Transportation paragraph: A "W" needs to be added to the acronym SJRMD, and the sentence that reads: "Tom Martin mentioned that there's a St. Johns River Water Management District meeting October 14th and every second Tuesday from 10 to 1 to address flooding along the Collins Road Extension from Rampart to Shindler..." should read "..to address the permitting for the Collins Road Extension from Shindler to Old Middleburg..." After discussion, Bill Ellis moved to approve the corrections for the September minutes and the approval of the August minutes. Thomas Martin seconded the motion, which carried.
3. Committee Reports:
State Representative Jennifer Carroll: Michelle Fowler, from State Representative Jennifer Carroll's office, passed out an informational sheet listing the state constitutional amendments on the November 4 ballot, a plain language explanation of each amendment, along with pros and cons of each.
Clay County District 2 Commissioner Doug Conkey: The Clay County budget has been passed. State revenues are declining and a special legislative session is expected before the end of the year. Revenues are $1.76 billion short currently. Although the legislature will be primarily concerned with the budget, the Speaker of the House wants to focus on property taxes, insurance and permitting. Commissioner Conkey expects that the new Clay County Commission for next year will be looking at economic development incentives and permitting. Commissioner Conkey also stressed early voting for the November 4 elections.
4. Transportation: The only item of information is that the next meeting of the St. Johns River Water Management District regarding the permitting for the Collins Road Extension will be the second Tuesday in November (per Thomas Martin).
5. Business Development: H.H. Gregg is now open. There is a new BP gas station under construction in front of the Publix at the Oakleaf Town Center. Dunkin Donuts will operate inside the BP gas station. No information is available on the opening date for the Japanese Steakhouse (Sakura).
6. Communications and Website: No news.
7. Grant Writing Committee: Nothing new to report.
8. Landscaping - Argyle Forest Entrance Island at Blanding Boulevard: Allen Durant reported that the brick work is finished and looks very good. Carlos Betancourt of Engrave Creations will pressure wash the brickwork this weekend and then Allen will issue payment in the next few days. $500 was raised for repair of the island brickwork. The total cost for the repair and the pressure washing is $530. Everyone gave Allen Durant a round of applause for his diligent fundraising efforts, and Allen thanked everyone who contributed.
9. Treasurer's Report: Allen Durant reported that the treasury balance is now $822.12.
10. Old Business:
a. Argyle Forest Bridge Lights. No information from Councilman Corrigan so far.
b. Rezoning of Hipps Property for Navy Housing: No information on any upcoming public meetings.
11. New Business:
a. Nominating Committee for 2009 AACC officers: Ashley Davis made a motion that we continue the next year with the same officers that are now in office. Kay Sibert seconded the motion. After general discussion and hearing from each officer, John Draper moved to amend the motion and nominate Bill Lewis as President, Tom Dumas as Vice President, Allen Durant as Treasurer, and Jim Kelly as Recording Secretary. Fred Campbell seconded the amendment, which passed unanimously. The vote on the motion as amended passed.
b. Thomas and Barbara Martin, representing the Watermill Homeowners Association, have applied to the Southwest CPAC for membership.
c. The Cecil Field Advisory Council meeting will be held at 7 p.m. on October 27th at the Cecil Field Conference Center.

There being no further business to come before the council, Bill Ellis made a motion to adjourn. The meeting concluded at 8:53 p.m.

You were on my list of people to personally call regarding this issue, as I remember you called our office several months ago inquiring about this.
We are holding a community meeting on August 4th at 6:30 pm at the Shindler Road Baptist Church. I JUST placed an order for the mailout post cards about 5 minutes ago as well as requested an ad be placed in the Times Union on Saturday, July 26th as well as the Westside Sun on July 26th and Saturday, August 2nd. Any persons living within 350 feet of the properties in question will receive the post card mail out. I will be mailing those out hopefully by the end of next week.
As of now, these are the following scheduled Public Hearings:
August 12th - City Council in the Council Chambers at 5:00
August 14th - Planning Commission in the Council Chambers at 1:00 (I believe)
August 19th - Land Use and Zoning Committee meeting in the Council Chambers at 5:00
We will have representatives from our Planning Department and the Office of General Counsel to answer any questions and the applicants from Pappas, Metcalf, Jenks and Miller will also be doing a presentation on the rezoning.
