MINUTES OF THE ARGYLE AREA CIVIC COUNCIL
Held on Monday, November 17, 2008 , 7:30 P.M.
Denny's Restaurant, 8409 Blanding Boulevard
Jacksonville, Florida 32244

Present: Bill Lewis, President; Tom Dumas, Vice-President; Allen Durant, Treasurer; Marie Splane, Recording Secretary; Noemi Santiago, Steve Hinkle, Bill Ellis, Leo King, Kay Sibert, Lynne Baldwin, Ashley Davis, David Hodges, John Draper, Bobbie Cockayne, Thomas R. Martin, Jim Kelly, Doug Conkey; Cathy Greene, Lisa Branch.

The meeting was called to order at 7:35 p.m.

Allen Durant made a motion to approve the October minutes. Motion seconded by John Draper and passed.

COMMITTEE REPORTS:
Clay County District 2 Commission (Doug Conkey):
(a). Commissioner Conkey talked about the results of the elections held this fall.
(b). Also, he understands there might be a contract US Postal Service store going up in the Oakleaf Town Center area.
(c). Spoke about early voting and the long hours volunteers spent in this effort.
(d). St. Johns Water Management District: Deltona has a permit to take 2 million gallons of water from the river for watering golf courses and lawns. The riverkeeper and Sierra Club are attempting to intervene. Conservation efforts by everyone will be emphasized to help solve the short and mid term water needs.
(e). State revenues: A special session of the legislature is expected.
(f). Clay County beltway: It is expected that this will be resolved in the first quarter of 2009.
(g). Status of 2 newly created at-large county commission seats: The District Court of Appeal has ruled the new seats null and void.

Transportation (David Hodges): The money earmarked for the Collins Road Interchange is safe . Congressman Mica, who is chairman of the transportation committee, was reelected.

Economic Development (David Hodges): CostCo and Cracker Barrel will be coming into the Oakleaf area.

Collin Road/Shindler Road extension to Old Middleburg (Tom Martin): Collins Road improvements, to be approved by the St. Johns River Water Management Board, is now on their December agenda. Tom Martin reported that after Tropical Storm Fay he made a complaint about the flooding of River Point Drive North and Rivercrest Drive. Apparently the storm water control devices were not built according to the plan, and there is now a question as to who is responsible for repair of the devices.

Communications and Web Site (Bill Lewis): The website is getting 400-500 hits a month and sending out about 1500 email communications a month
Treasurer's Report (Allen Durant): Final payment has been made for the repairs to the Argyle Forest entrance sign, leaving a balance of $339.47 in the treasury.

OLD BUSINESS:

Argyle Forest Sign island at Argyle Forest Boulevard & Blanding: All work completed. A total of $550 in donations was received for repair of the island. (See treasurer's report above.)

New Argyle Forest Boulevard Bridge Lights: President Lewis reports that JTA has been waiting for delivery of the pole-mounted lights by JEA, and apparently there is a problem with the manufacturer.

Rezoning of Hipps property for Navy Housing: Tom Dumas reported that while at a meeting recently on a different matter, it was approved but does not know the details.

NEW BUSINESS:
American Cancer Society Relay for Life (Cathy Greene): Cathy Greene and Lisa Branch, volunteers for the American Cancer Society, invited everyone to participate in the "Wild Wild Westside" Relay for Life, to be held at Bishop Snyder High School. Sponsorships are needed, as well as relay teams and cancer survivors. ACS fundraising supports cancer research, education, services and innumerable types of support in the fight against cancer. Kay Sibert moved that the AACC distribution list be offered to help announce this event; Bill Ellis seconded the motion, which carried.

Argyle Today newspaper: Leo King, reporter for Argyle Today, tells us that the newspaper will publish its last issue in December. The Leader, however, will be published once a week. The Leader primarily covers Orange Park/Green Cove Springs, but will be expanded to cover Argyle and the rest of Clay County.

Update on Clayton: Kay Sibert inquired as to the status of Clayton, and David Hodges reported that the interested persons are looking for a resident to lead up on it.

Homicides: Bobbie Cockayne expressed concern about the number of teenagers being killed. Discussion ensued, with David Hodges and Bill Lewis giving information about the gang and drug activity. Police officials attended a recent AACC meeting and gave us information about gang activity in Clay and Duval counties. John Draper suggested that we again invite an officer who is versed on the gang and drug problems to come to a future meeting.

Trees along Argyle Forest Boulevard: Some of the trees seem to be dying. Ashley Davis suggested our county arborist be consulted, and David Hodges advised that there is money in the City's tree mitigation fund, and perhaps the contractors who planted the trees need to be contacted.

No further business to come before the council, Kay Sibert made a motion to adjourn, seconded by Bill Ellis. The motion having passed, the meeting adjourned at 9 o'clock.

You were on my list of people to personally call regarding this issue, as I remember you called our office several months ago inquiring about this.
We are holding a community meeting on August 4th at 6:30 pm at the Shindler Road Baptist Church. I JUST placed an order for the mailout post cards about 5 minutes ago as well as requested an ad be placed in the Times Union on Saturday, July 26th as well as the Westside Sun on July 26th and Saturday, August 2nd. Any persons living within 350 feet of the properties in question will receive the post card mail out. I will be mailing those out hopefully by the end of next week.
As of now, these are the following scheduled Public Hearings:
August 12th - City Council in the Council Chambers at 5:00
August 14th - Planning Commission in the Council Chambers at 1:00 (I believe)
August 19th - Land Use and Zoning Committee meeting in the Council Chambers at 5:00
We will have representatives from our Planning Department and the Office of General Counsel to answer any questions and the applicants from Pappas, Metcalf, Jenks and Miller will also be doing a presentation on the rezoning.
