MINUTES OF THE JANUARY 21, 2008
MEETING OF THE ARGYLE AREA CIVIC COUNCIL
Held at Denny’s Restaurant, 8409 Blanding Boulevard
Jacksonville, Florida 32244

Present: Tom Dumas, Vice President; Marie Splane, Recording Secretary; Allen Durant, Treasurer; Donald Christen; Jerry Thompson, Susan Farmer, Bobbie Cockayne, David Hodges, Tony Bates, Bill Cole, Thomas R. Martin; Kay Sibert;, Jim Kelly; and Fred & Jean Campbell.

Call to Order. Vice President Tom Dumas called the meeting to order at 7:30 p.m. President Bill Lewis is driving in from a church-sponsored youth ski trip in North Carolina and will not be able to get here in time for the meeting.

Approval of December minutes. The recording secretary asked everyone to check the fourth paragraph of the December minutes to make sure the language for the correction to the minutes was stated correctly. After discussion, it was agreed that the words “underground utility lines” should be inserted after the word “narrowed.” The corrected sentence should read “Bill Ellis and Kris Robinson would like to see the proposed median width narrowed, underground utility lines, and a uniform 8-foot fence built by the City at the right-of-way that borders homeowner properties.” Tom Martin moved that the minutes be accepted as corrected. Bobbie Cockayne seconded and the motion carried.

Transportation.
1. Argyle Forest Boulevard landscaping - David Hodges reported that Councilman Corrigan has gotten approval from the City Council for the expenditure of $167,000 for landscaping the first phase of the Argyle Forest Boulevard, from Blanding Boulevard to Westport.
Allen Durant remarked that the curbs around the Argyle Forest sign were not being trimmed, even though the grass is now being mowed. David Hodges suggested that calls be made to 630-CITY to complain. This type of trimming was supposed to be added to the landscaping contract.
2. Collins Drive Extension (Clay County). David Hodges reports that the extension of Collins Drive through to Kindlewood drive is on the Clay County agenda. The extension of this road to Kindlewood is one that would have a lot of regional impact, as will the Clay County beltway. A transportation impact fee is under consideration.
3. Collins Road Widening from Rampart to Blanding. Tom Dumas reports that the contract for this work was let in December and includes the new bridge for the overpass. The bid came in at 8 million - a 4 million savings over what had been budgeted.
The Collins Road interchange at Collins and I-295 will begin July of 2009.
4. Shindler Road widening. This road will be widened from Argyle Forest to Collins Road, and then three lanes from Collins to 103rd.
5. Old Middleburg Road. This road will be straightened from 103rd. It is anticipated that the new intersection for Old Middleburg Road will be relocated to west of Trent’s Seafood Restaurant.
Economic/Business Development.
1. A new Kangaroo gas station has opened up at the intersection of Shindler/Old Middleburg and 103rd, where the old Chevron station used to be. A Bojangle’s chicken restaurant is also open at this location.
2. The K-8 school at Connie Jean and 103rd will be expanded to 400 students.
3. Oakleaf Plantation Town Centre continues to expand with new businesses.
4. Local elections. David Hodges expects that we will be putting on the political hobnob event again.

Communications and Website: No reports.
Homeowners Association Presidents, Grant Writing and Landscaping: No reports on homeowners association presidents and grant writing. Landscaping has been covered.

Treasurer’s Report.
Allen Durant reports that we have $347 in the treasury.

Old Business.
1.Argyle Forest Sign: The services of a volunteer brick mason is needed to help with the repair of the sign.
2. Argyle Forest Median Mowing. This item was discussed earlier.
3. Argyle Forest Boulevard bridge lights. This item was discussed previously. The work has not yet begun.
4. Extension of Collins Road to Shindler and Old Middleburg. (Re: median, underground utilities and fence) Tom Martin reports that he and Bill Ellis each wrote letters, as well as a resident of Hawk’s Point. The Chimney Lakes Homeowners Association has a meeting tomorrow, January 22nd, and Tom can hopefully attend and report to us their position on these matters.
5. Proposed Constitutional Amendment. There was a general discussion about the upcoming amendment. Tony Bates reported that Concerned Taxpayers did not take a position on it because they could not come to an agreement on its effect. Tony fielded answers to general questions about this amendment and our new city fees in general.
6. Proposed “Newtown” (Clay County). Kay Sibert inquired about the status of Newtown. David Hodges reported that this concept of a new Clay County town is still being discussed.

There being no further business to come before the council, a motion was made to adjourn. Allen Durant seconded the motion, which passed. The meeting adjourned at 9:15 p.m.
