MINUTES OF THE NOVEMBER 19, 2007 MEETING
HELD AT DENNY'’S RESTAURANT, 8409 BLANDING BOULEVARD
JACKSONVILLE, FLORIDA 32244

Present: Bill Lewis, President; Tom Dumas, Vice President; Allen Durant, Treasurer; The Honorable Tommy Hazouri, The Honorable Doug Conkey, Ron Fagan, Bobbie Cockayne, John Draper, David Hodges, Jim Kelly, Ashley Davis, Thomas R. Martin, Bill Ellis, Tony Bates, Don Christen, Ed Pauly.

President Lewis called the meeting to order at 7:36 p.m.

John Draper moved and Ed Pauly seconded approval of October 2007 month's minutes, which passed.

President Lewis recognized District 7 School Board Member and former Mayor Tommy Hazouri who gave an overview of the District. The District includes Mandarin South of Sunbeam and the Westside south of I-10.

He discussed transportation issues between the schools, and the new K-8 school on 103rd Street and Monroe Smith. He mentioned the site was land-banked in1999, resulting in substantial savings over current land prices.

John Draper questioned the 30 acre reserved site in Oakleaf which in addition to wetlands was located at the end of the Cecil Commerce Center runway, and probably not the best school site.

Tommy turned the meeting over to Ron Fagan, Executive Director of Business Planning for the School Board. He discussed the events leading to the new 103rd Street school.

Alan Durant questioned why not put the schools back to back. Mr. Fagan replied that’s what the School Board did on 103rd Street with the Elementary and Middle schools. It also gives the School Board flexibility in shifting seats between Elementary and Middle schools as the needs arise.

Tom Martin asked is finding and hiring qualified faculty was a problem. Mr. Fagan replied not at this time as the recent salary increase has helped. He did state that male teachers were in short supply.

David Hodges then had questions for Mr. Hazouri and Mr. Fagan. First, will the new K-8 school generate its own 6-8 grades, or would they come from other schools?

The answer was both internal and transfer. David then asked if the Enterprise Learning Center could be expanded through K-8. “Yes it could”, replied Mr. Fagan; “however, the demand is not there”.

Tom Martin then asked if something could be done about the tremendous traffic being generated with parents picking up and dropping off their children.

President Lewis then recognized Clay County District 2 Commissioner, Doug Conkey, who gave the group a through briefing on a wide range of issues and activities in his District and Clay County in general.

The recent Public Meeting on the extension of Collins Road from Shindler to Old Middleburg Road was then discussed. Several members attended including Tom Martin, Bill Ellis and Jim Kelly. At the present time only the southern 2 lanes of the planned 4 lane highway will be built, and the power lines will be left overhead. Both Tom Martin and Bill Ellis requested the power lines be placed underground per the standard of the neighborhoods in the area. They also wanted to see if the right of way width could is reduced increasing the back yards of the homes adjoining the Collins Road right of way.
The subject of drainage was also discussed with the current swale draining backyards is being eliminated.

President Lewis then brought up the election of next years officers. David Hodges moved and John Draper seconded the current officers: Bill Lewis, President, Tom Dumas, V.P., Marie Splane, Secretary, and Allan Durant, Treasurer, which was approved.

Tony Bates, Concerned Taxpayers then discussed the current fee proposals and requested everyone write their council person to protest.

Ed Pauly moved to adjourn, Bill Ellis seconded and the meeting was adjourned at 9:42 P.M.
