MINUTES OF THE JULY 16, 2007 MEETING
HELD AT DENNYS RESTAURANT, 8409 BLANDING BOULEVARD
JACKSONVILLE, FLORIDA 32244
PRESENT: Bill Lewis, President; Allen Durant, Treasurer; Marie Splane, Recording Secretary.

The meeting was called to order at 7:35 by David Hodges due to President Lewis being delayed.
APPROVAL OF JUNE MINUTES: David Hodges moved that the minutes be approved as posted and published, seconded by Allen Durant. Motion carried.
LANDSCAPING: AACC Cleanup Day at the Argyle Forest entranceway at Blanding Boulevard was a success. The entranceway looks much neater. Many large weed roots were dug up, preventing regrowth of some of the bigger specimen-class weeds. Thanks to everyone who participated. There may be viable electrical connections at the entranceway. Years ago the entranceway was lighted. David Hodges will be meeting with JEA to discuss the electrical connections there and also at the bridge just past Rampart to discuss the lighting of the chimneys. Henry Mooneyhan voiced a concern about a schedule to keep the unkempt landscaping under control. David Hodges expressed a concern about the overgrowth around the creek area adjacent to the entranceway at Blanding. Presently, the creek is barely visible due to the dense overgrowth of vegetation. The same holds true for the section of creek west of Rampart.
The next clean-up day will be scheduled for August 4 at 7:30 a.m., to clean the section of Argyle Forest Boulevard between Rampart and Eastport.
TRANSPORTATION: The widening project of Collins Road has started.
Rainwater runoff is sheeting over the road at AFB and Spencer's Trace, resulting in some traffic and safety concerns during thunderstorms. JTA will be contacted. There is a pot hole in the new section of road that needs to be repaired.
The river birch trees recently planted in the median of Phase Two of the AFB widening will probably die. This specie of tree likes wet feet, and the medians tend to be fairly dry.
COMMITTEE REPORTS:
Clay County Commissioner Doug Conkey: Commissioner Conkey had a meeting with Duval County District 11 councilman Ray Holt to discuss regional issues, i.e., libraries, transportation, budget issues. He also discussed how the Clay County audit committee will be changing, as well as the need to educate the voters on the proposed tax exemptions and the proposed 29th constitutional amendment. There will be public workshop meetings on these subjects.
Commissioner Conkey also spoke about the planned CDD (community development district) that was recently announced for the Clay County section of the area extending off of Cheswick Oaks. Cheswick Oaks will be extended a half mile down toward Kindlewood, and this is part of the Branan Field master planned development.
Realignment of Shindler Road with Cheswick Oaks: Informal discussion. Some residents are opposed to the realignment, as is the Board of Directors of Chimney Lakes Homeowners Association, so it appears there could be some difficulties in implementing this realignment. It would allow the traffic lights to be better synchronized at the two intersection in the area of Shindler and Cheswick Oaks.
President Lewis received a letter from state representative Jennifer Carroll, announcing a Town Hall meeting to be held August 4 at Fleming Island Library, 9 a.m., and 11 a.m. at the Argyle Branch Library.
Tony Bates, member of Concerned Taxpayers of Duval County, spoke about current tax/budget issues. Persons who would like to be put on the Concerned Taxpayers of Duval County email list can keep informed on tax-related issues. This organization also airs a local TV show called Tax Watch on Comcast local access cable (Channel 29 in Duval County) at 11:30 a.m. and 11:30 p.m. Sundays.
There being no further business to come before the council, David Hodges made a motion to adjourn, seconded by Henry Mooneyhan. The meeting adjourned at 8:50 p.m.

On Saturday, August 4, 2007, Florida State House Representative Jennifer Carroll will be conducting two separate Town Hall meetings to accommodate her constituents in District 13. The first meeting will begin at 9:00 a.m. at the Fleming Island Branch Library, 1895 Town Center Blvd, in Orange Park. The second meeting will begin at 11:00 a.m. at the Argyle Branch Library, 7973 Old Middleburg Road South in Jacksonville.
“I look forward to seeing everyone on August 4th to discuss several important accomplishments that took place this year,” stated Carroll.
