MINUTES OF THE APRIL 21, 2008
MEETING OF THE ARGYLE AREA CIVIC COUNCIL
Held at Denny's Restaurant, 8409 Blanding Boulevard
Jacksonville, Florida 32244

Present: Bill Lewis, President; Tom Dumas, Vice President; Marie Splane, Recording Secretary; Allen Durant, Treasurer; Steve Hinkle; Ashley Davis; L. Charles Mann; Thomas R. Martin; John Draper; Don Christen; Sherrie Porter, Assistant to Congressman Cliff Stearns; Tony Bates; Bill Sulzbacher; Ginger Carter; Shay Dumas; Clay County Sheriff Rick Beseler; Wayne Spivey; David & Deb Brown; and Kay Sibert.

President Lewis called the meeting to order at 7:35 p.m.

Approval of the March minutes. After review of the previous meeting minutes, Tom Martin moved to accept the minutes as prepared, seconded by Kay Sibert. Motion to accept the minutes passed.

Committee Reports:
1. Clay County Sheriff Rick Beseler: Crime statistics for Clay County are down; response times are down; additional officers have been added and beats are smaller. The number of Neighborhood Watch Programs have increased from 40 to 196.
A "Volunteers in Police Service Program" has been added and it is going to be starting in the Oakleaf area. These volunteers do citizen patrols and provide services outside the normal scope of a sheriff's deputy, such as watering your flowers while you're on vacation, picking up your mail and newspapers. Clay County currently has over 150 active volunteers.
Clay County and Duval County have instituted an agreement called "Cops Without Borders." The sheriffs of Putnam, Bradford and Alachua counties have also joined with the Clay County Sheriff's Office in agreeing to institute this program. This means that officers can continue pursuit of a criminal into Duval County and vice versa, even if it's not a "hot pursuit" situation Sheriff Beseler answered questions from the audience.

2. U.S. Representative Cliff Stearns (District Aide Sherrie Porter): A proposed bill entitled Federal Sunset Act of 2008, if passed, would sunset all of the duplicative aid programs, such as the approximately 163 programs for job training.

3. Wayne Spivey, candidate for Clay County Clerk of Court: Mr. Spivey introduced himself and gave an overview of his background, which includes having previously served on the Clay County Commission, as well as his military background. He is also a newspaper writer for Neighbor To Neighbor. He also gave a very interesting historical background on Clay County and told us about the upcoming Clay County Sesquicentennial. Mr. Spivey, sporting a white beard, explained that he will play the part of General Robert E. Lee in an upcoming TV documentary movie.

Transportation:
Collins Road Extension project has another meeting to be scheduled.
Collins Road widening from Blanding to Rampart is underway.
Shindler Road, from Argyle Forest to Collins Road, is underway.

Business Development:
More stores are opening up at Oakleaf Town Center, among them Circuit City, Petsmart, A.C. Moore, and several more.

Communications , Website, Homeowners Presidents: No reports.

Treasurer's Report (Allen Durant):
The treasury balance is still $347.12

Old Business:
1. Argyle Forest Bridge Lights: An email communication was received from Councilman Corrigan's office explaining that the new Ortega Bridge style lights will be installed at current brick lighthouses 2, 4 and 6, and the 1st, 3rd and 5th brick lighthouses will remain. President Lewis will attempt to get this clarified. John Draper made a motion that the AACC request that all of the old brick lighthouses be removed. After discussion, Tom Martin seconded the motion, which carried.

New Business (Tom Dumas):
Tom Dumas recused himself from the board for the purpose of the presentation of a development called Collins Town Center, located to the west of I-295. Rampart Partners, Olsen Farms and Harmony Farms are the three land use applications that have filed for rezoning for a town center concept. A slide presentation was given showing several different retail development designs. The area under discussion is approximately 85 acres, with 1 mile of frontage on I-295, and it will be an urban/suburban redevelopment. The developers would like to improve connectivity by creating a front door to southwest Jacksonville, which would create more of a sense of place for this area, while also creating a green building demonstration project.

Tom Martin made a motion that the AACC go on record as supporting these proposed development projects. Motion was seconded by Allen Durant and carried.

There being no further business to come before the council, Kay Sibert made a motion to adjourn, which was seconded by Ashley Davis. The meeting adjourned at 9:24 p.m.

c. Update - New Argyle Forest Blvd Bridge Lights
Councilman Corrigan asked that I send the attached picture regarding the proposed bridge lights for your review. JTA and JEA concurrently have requested that new lights be installed to replace every other existing decorative lighting housing and brick work with the proposed historic lights, which are similar to the ones installed on the Ortega River Bridge. There will be no decorative housing lighting at the second, fourth and sixth locations, which will be removed. A couple of other pictures are attached for reference.
