ARGYLE AREA CIVIC COUNCIL
MINUTES OF THE MARCH 19, 2007 MEETING
HELD AT DENNY’S RESTAURANT, 8409 BLANDING BOULEVARD
JACKSONVILLE, FLORIDA 32244

PRESENT: Bill Lewis, President; Tom Dumas, Vice President; Allen Durant, Treasurer; Marie Splane, Recording Secretary.
Other members in attendance: David Hodges, Ed Pauly, John Draper, Don Christen, Bob Taylor, Wilma Schnell, Steve Hinkle, Ken Shirey, Jim Minion and
Gary Kresel.

1. Call to Order. The meeting was called to order at 7:40 p.m.

2. Approval of February minutes. Tom Dumas made a motion to accept the minutes as posted on the website. Motion seconded by David Hodges, and the
minutes were accepted.

3. Public Safety – No report.

4. Transportation (David Hodges) – Nothing new to report. General discussion
about the white lights hanging underneath the intersection stoplights at Argyle Forest and Blanding Boulevard and other locations throughout the city. These lights help traffic enforcement determine when a car has run a red light.

Argyle Forest Boulevard road widening will affect access to Kirkwood Presbyterian Church. Allen Durant made inquiry to the city and was told that the church would be given a temporary access on Shindler Drive.

5. Shindler Drive realignment. The benefits to local traffic were discussed.

6. Argyle Forest Entranceway/Sign: Jim Minion, candidate for city council District 14, made inquiry of the city and determined that this parcel was made part of the PUD in 1999. The city does not claim ownership above the grade of the structure, even though it is in the city right-of-way. Repair would require a bonded contractor licensed to pull right-of-way permits to do the work, or perhaps a city councilman could convince the Public Works Department to do it. Several possibilities were discussed.

7. Economic Development (David Hodges): An exploratory committee has been formed in Clay County to look into the possibility of the creation and incorporation of the Town of Clayton, Florida, which would include the Clay County portions of Oakleaf Plantation and Argyle Forest. Anyone interested in serving on this committee is encouraged to contact Dan Criscoulo. Jim Kelly will do a followup article in the Clay Today newspaper.

8. Missing 12 Acres across from Enterprise Learning Academy. Gary Kresel from the City of Jacksonville Planning Department, gave us a brief history of the missing 12 acres. In 2003, a 25-acre parcel of land on the west side of Old Middleburg Road was designated for a school site and parks. The planning department was asked to prepare the requirements to modify the city’s comprehensive plan and to modify the plan documents. The 25-acre parcel was swapped with three parcels: Two, on the east side of Old Middleburg Road, to the north and south of Enterprise Academy. After speaking with several people in the planning department and contacting Alberta Hipps, the reason for the land swap that occurred back then has not been determined.
The current plans are that the southern parcel (northeast corner of Old Middleburg & Argyle Forest Boulevard) will be an area for two full-sized soccer fields. The northern parcel (north of Enterprise Academy) will be a picnic pavilion, four tennis courts, a basketball court and restroom facilities. The specific location of the third parcel has not been fully described, except to say that the developer has submitted an application to again swap the third 12-acre parcel from the original site (now the Oakleaf Town Center) to a 24-acre site in the western-most part of Argyle Forest Boulevard, which is currently a hunting preserve. There are said to be negotiations between the developer, parks department and the school board to come up with a site that would accommodate a school and additional park area.

10. Grant Writing - No report.

11. Treasurer’s Report (Allen Durant): The treasury balance is down to
$350.12 because of a $3 service fee levied by the bank due to no activity.

There being no further business to come before the board, David Hodges made a motion to adjourn, seconded by Allen Durant. The meeting adjourned at 9:02 p.m.

a. Gary Kresel from the Planning Dept to speak on the subject of the missing 12 acres for the school across from Enterprise. Jeanie Fewell gave this land to the Parks and Rec Dept but I want to get it back and he says we can. David Hodges pointed him toward Alberta for an explanation of the land swap/zoning change that she brokered as Councilwoman which never got finished. He talked to Parks & Rec today about this issue and also about getting started on the soccer complex at the corner of AFB and Old Middleburg.
