MINUTES OF THE ARGYLE AREA CIVIC COUNCIL
Held on Monday, May 18, 2009 at 7:30 p.m.
Denny's Restaurant, 8409 Blanding Boulevard
Jacksonville, Florida 32244

PRESENT: Bill Lewis, President; Tom Dumas, Vice-President;, Allen Durant, Treasurer; Marie Splane, Acting Recording Secretary, Thomas R. Martin, Bobbie Cockayne, and John Draper.

1. The meeting was called to order at 7:40 p.m. Tom Martin moved to approve the minutes of April 20, seconded by John Draper. Motion carried.

2. Committee Reports (Bill Lewis): At a recent Boy Scouts Dinner Sheriff Rutherford talked about the recent arrests of members of the 103rd Street Gang and that state RICO (Racketeer Influenced and Corrupt Organization act) charges would likely be added to the existing crimes charged against these individuals. The murder rate is down as compared to past years.

3. Transportation (Bill Lewis): Branan Field/Chaffee Road. Coming down from I-10 for the last two months have seen detours all the way to Cecil Field. This part of the work is now complete.

Better Jacksonville Plan - road projects (Tom Martin): Road projects that are not yet under construction no longer show a completion date. The construction of the new Duval County Courthouse is the priority, with new road construction being added after the courthouse is complete, if there is money available.

Collins Road/I-295 interchange (Tom Dumas): At the TPO meeting of May 14 FDOT Secretary Baldwin stated that the No. 1 priority to receive federal Stimulus Funds is now State Road 9 B. Prior statements of Secretary Baldwin to David Hodges and Tom Dumas ranked his priority: 1 completing the 4-lane section of Beach Boulevard to 6 lanes (near the new Intracoastal bridge), and 2. the Collins Road/I-295 Interchange. There is concern that with the funding switched to 9 B, available funds for the interchange will be shrunk and/or delayed, and the funding might disappear. 9 B is a future need, whereas the funding for the Collins Road/I-295 Interchange is a past need that needs to go forward. Discussion about meeting in Washington with elected officials and representatives to underscore the need for this project to go forward, especially in light all the growth and road widening projects in the Argyle Forest and Oakleaf Plantation areas. Residents are encouraged to attend the monthly TPO meetings every second Thursday of the month at TPO Headquarters, located on the Southbank next to the onramp to I-95 South from Prudential Drive. He also suggested writing letters to Councilmen Michael Corrigan and Daniel Davis, FDOT Secretary Charles Baldwin, FDOT Executive Director Denise Bunneworth, and TPO member Doug Conkey.

Business Development: No news.

Communications and Website (Bill Lewis): Apparently five people are following the AACC on Twitter.

Landscaping (Bill Lewis): Ashley Davis has advised that The Tree Company is going to fix or replace the trees along Argyle Forest Boulevard that have fallen over or been run down.

Treasurer's report (Allen Durant): $349.74, same as last month

Old Business: Relay for Life Westside raised over $40,000, as compared to $15,000 the year before. Bill Lewis was in attendance and all night, ran Internet, let the kids surf on three notebooks, and had adults coming also checking their e mail. The Relay for Life Oakleaf is this coming weekend. Relayforlife.org/oakleaf/fl for more information. Bill Lewis will let them use our email distribution list to advertise the event.

Lake Shore archway. Tom Martin says there is a bill before the city council requesting money to fix the arch in Lake Shore, which has been classified as historical in nature. Also, there is a request pending regarding the old Haydon Burns Library as well.

Argyle Forest Entranceway brick work. Allen Durant received an estimate in the amount of $410 for the damage done by the Hummer that hit it recently.

No further business coming before the council, Tom Martin made a motion to adjourn. Motion carried.

You were on my list of people to personally call regarding this issue, as I remember you called our office several months ago inquiring about this.
We are holding a community meeting on August 4th at 6:30 pm at the Shindler Road Baptist Church. I JUST placed an order for the mailout post cards about 5 minutes ago as well as requested an ad be placed in the Times Union on Saturday, July 26th as well as the Westside Sun on July 26th and Saturday, August 2nd. Any persons living within 350 feet of the properties in question will receive the post card mail out. I will be mailing those out hopefully by the end of next week.
As of now, these are the following scheduled Public Hearings:
August 12th - City Council in the Council Chambers at 5:00
August 14th - Planning Commission in the Council Chambers at 1:00 (I believe)
August 19th - Land Use and Zoning Committee meeting in the Council Chambers at 5:00
We will have representatives from our Planning Department and the Office of General Counsel to answer any questions and the applicants from Pappas, Metcalf, Jenks and Miller will also be doing a presentation on the rezoning.
