Greig Veeder and others from Teaching Humane Experience, an agency providing mental health treatment service to adult sex offenders ordered into treatment, presented their proposal for handling repeat sex offenders.
The slate of APNA officers was unanimously voted in.

NPO Marco Martinez reported that some 50% of stolen car in the last 2 months have been "puffers" (cars left running to warm up while the owner is in the house).
Councilwoman Rosemary Rodriguez reported that the proposed increase in fines for amplified sound passed Council on 1st reading and that the reconstruction of Federal Blvd (Louisiana to Jewell) will start this year, without the requested raised median.
Athmar resident, Christy Martinez, volunteered for the Membership Secretary position. Her nomination passed unanimously. Thank you, Christy, and welcome!
Cindy Fernandez and Joaquin Gonzales, from NIS, spoke about new procedures and policies for NIS in 2005.
The Board discussed the cabaret application for 1733 W. Mississippi, although the Huizars (owners) did not attend. Lt. Carney (does off-duty security work) reported that 2000-3000 people attend the "special events" currently held 10 times per year, and that we can expect those types of numbers year-round, if the application is granted. Nearby residents and business owners also spoke about the negative impact the business already generates. The Board voted to oppose the application (in December) and is mounting a petition drive. The hearing is February 17th.
Karen reported that the cruising taskforce continues their efforts toward an anti-cruising ordinance. Karen also reported that House Bill 1021 (passed last year) allows liquor stores to conduct hundreds of liquor tastings at their stores per year and that Stephanie O'Malley, Director, Excise & License, wanted neighborhood feedback on possible requirements to attach to liquor tasting applications. The Board agreed with CHUN recommendations (which include: no outdoor signage advertising the tastings, liquor at tastings must be from store's own stock).
Rick reported the demise of the latest Alameda Square redevelopment proposal. Karen reported that the kickoff for the NIS assessment task force is also Feb 17th. Next meeting Feb. 22, 2005.
