The battle over the Jackson Creek "Headwaters" development continues. Developers of the Headwaters area won the first round when the Douglas County planning staff recommended approval of two water districts for the project. Residents won round two at a Jan. 27 meeting when the Planning Commissioners chose not to accept the staff recommendation and voted to deny the creation of the water districts. Even though the project's plan call for a ten-year build-out, the drought was the main topic of concern at the Jan. 27 meeting. The Developers won round three on March 10 when the Douglas County Commissioners granted an exception to the county's water supply code that would allow development of the Headwater's project. The exception would allow the developers to drill three wells to supply a water district serving 132 residences. The water to irrigate two 18-hole golf courses would come from rights on two creeks and would be stored in a 17.5 acre lake. A crowd of about 300 at the hearing was almost evenly split between supporting and opposing the development.
