In Attendance: BCA Board Members: Susan Lindsay, Gilly Burlingham, Ann Bowling, Bethany Pratt, Lily Witham, Brianne Eastburn and Jim Andrews. Also attending: Steve Hoyt (SEUL), Jeff Pontius (NERT Officer), Don MacGillivray, Ted Wheeler, Mike Wolfson, Faddah Yuetsu-Wolf, Cathy Lamb-Mullin, Mary Francillon, Tom Baker, Lindsey McBride, Jim Evernden, Emily Pringle, M?Lou Christ, Greg Petry, Edward Eucinini, Mick Scruggs, Jim Davis, Scott Burmitt, Michael Szporluk, Erik Hovmiller and Joe Meyer.

Lily Witham made a motion to approve March 2006 General Meeting minutes. Gilly Burlingham seconded the motion. Minutes were unanimously approved by the board.

Ted Wheeler, who is running against Diane Linn for Multnomah County Commission Chair came to discuss his campaign views.

Officer Pontius came to give the crime report. Because Commander Sizer has been placed as acting Chief of Police, Officer Sarah Westbrook has been promoted to acting Commander of the SE Precinct. Crime is down slightly in the neighborhood. Burglary and Larceny are the two main concerns. The drug bust on 21st & Main that took place last month has solved at least 20 ID thefts and several burglaries. Officer Pontius can be reached at 503-823-1277 or jpontius@portlandpolice.org.

Ann Bowling reminded everyone that the neighborhood clean-up will be April 22nd at 26th & Burnside from 9-12, with the after party starting at 1. More volunteers are needed.

Emily Pringle from the Youth Prevention Association came to tell us about their open house. It will be Thursday, April 20th from 4-6 at the main office 604 SE Water Ave.

Scott Burmitt, Director of Men?s Services for Transition Projects, Inc. came to tell us that the Clark Center (323 SE Hawthorne) will be expanding with an Annex next door that will be a 22 unit permanent housing facility. It is planned to open by the end of 2006.

Jim Davis of Awakenings came to talk about the Village Building Convergence. Awakenings will be taking part in the VBC and will be covering their retaining wall with mosaic tiles they will also be painting a mural and putting up a bench. You can learn more at http://awkenings.cc/vbc.

Faddah Yuetsu-Wolf of The Lighthouse also came to talk about the VBC. The Lighthouse will be taking part in it as well. They will be building a Cobb lighthouse with a kiosk and seating area. More information at http://www.lighthousepdx.org.

Susan Lindsay brought up Sam Adams proposal to add parking meters to business districts in SE, including Hawthorne, Belmont and Stark. People voiced their opinion opposing such a proposal. Susan will update everyone on the listserve when the Parking Summit is going to take place.

Gilly Burlingham gave an update from the SEUL board. Everyone is encouraged to contact the city council and let them know that they support the ONI Budget which would include $320,000 in new funding for neighborhood projects. http://www.portlandonline.com/omf/communitybudget Also, there is a SEUL fundraiser Wednesday, May 10th at the Laurelhurst Theatre. 50% of the evenings concessions sales go to SEUL. Movies start at 6:30pm.

Susan Lindsay gave a quick update from the URAC. The extension and expansion proposal went to the county commissioners Wednesday, April 12th. There is an 8 year 35 million or 12 year 51 million proposal.

Jim Andrews gave a Burnside Bridgehead update. They are looking at not doing underground parking on block 76. Also, Bruce Woods says that the project cannot go forward without the Burnside/Couch couplet.
