BCA General Meeting Minutes May 12, 2005

In Attendance: BCA Board members Gilly Burlingham, Ann Bowling, Jim Andrews, Bethany Pratt, Seann McKeel, Susan Lindsay and Lily Witham. Also Steve Hoyt (SEUL), Kathryn Burlingham, Don MacGillvray, Dennis Keenan, Loren & Cathy Lamb-Mullin, M’Lou Christ, Doug Capps (PPS), Justin Deavers (PPS), Pam brown (PPS), Zari Santner (PP&R), Commissioner Randy Leonard, Nancy Roth, Aaron Cohen, Cathy Huck, Donald Schaff (Commissioner Leonard’s office), Ken Diener, Joe Meyer, Christine Yun, Karin Waller, Tom Grace, Chris Marston, Amy Hsuan (Oregonian), Dolores Dee, Martha Peck Andrews, and Alan Wolansky,

Minutes approved- BCA minutes from 05/05/05 board meeting approved by a motion from Seann McKeel, seconded by Bethany Pratt, passed unanimously. BCA minutes from general Meeting of 04/14/05 were approved by a motion by Bethany Pratt, seconded by Seann McKeel, and passed unanimously.

Police Report- Officer Dennis McLean gave the crime report for Buckman and mentioned that the police had a drug-busting mission in the Southeast that resulted in 120 arrests. Officers have been making more heroin-related drug arrests.

Buckman Pool Update- Christine Yun spoke about the situation at Buckman Pool. The pool was removed from the 2005-2006 proposed budget. It is the only pool in the Inner-east side. The Parks Levy was predicated on Buckman Pool staying open. Commissioner Randy Leonard attended the meeting and he stated that he wants to see the pool repaired and reopened. There is a fear that the leak might be undercutting the foundation. Engineers from PP&R will be visiting the pool next week in order to ascertain what type of damage has been done and how best to repair it. They will issue a report to Commissioner Leonard’s office. Justin Devers of PPS gave a brief history of this latest issue with the pool. On April 23rd, the leak was discovered at the pool, and it was closed. At first it was thought that the leak was within the plumbing system, but a subsequent investigation showed no leak in that area. The crack is now thought to be within the gutter shell. At this point it is thought that there is no damage to the foundation, and the Engineering consultant will give a report and then PP&R will seek 3 bids for the repair work. It is hoped that by doing spot repairs the pool can be kept open until the Inner Southeast Community Center is built. In the meantime, it is imperative that the pool stay open both for the students at Buckman Elementary and for Buckman residents. Zari Santner, Director of PP& R stated “This is the most under-served community in the City.” Randy Leonard said that he had spoken with Sam Adams about keeping the pool open and that Sam feels very positive about it, and that it is the right thing to do.

Lone Fir Update- Commissioner Leonard gave an update on the Lone Fir Cemetery. The County will remove the building and deed the land over to Metro. $150,000 in the city budget of 05-06 has been earmarked for a wrought iron fence. Metro has agreed to maintain the site. Fund raising will be done to fund an interpretive center in the cemetery.

Bosco-Milligan Foundation-Representatives from the Bosco-Milligan Foundation gave a presentation about the Foundation and the new Center (located at SE Grand & Alder) which just opened. Jerry Bosco and Ben Milligan were active salvage aficionados who saved thousands of architectural artifacts, in hopes of preserving our architectural heritage. The Bosco-Milligan Foundation houses these artifacts, hosts numerous workshops and programs relating to old architecture. Yearly memberships help support the Foundation, along with various annual fundraising events and donations.

Burnside Bridgehead Update- Jim Andrews reported on the PDC hearing on April 23rd, in which the PDC chose Opus as the site developer, despite the fact that 19 of 23 people testified in support of Beam Development, including many CEIC reps. Developer Brad Malsin of BEAM has appealed the decision by the PDC. Commissioner Leonard has proposed a resolution to abolish the current PDC and put it in a new bureau under city government.

WAMO- Susan Lindsay met with Larry Dully of the Real Estate Trust (consults PPS).In order to push a quick sale, Dully is advising PPS to sell the property as 2 two separate parcels of land. The 1st parcel is zoned R-H (high density). The 2nd parcel is the WAMO site. Susan Lindsay feels that selling the SE parcel first doing this could easily jeapordize the original school building.
In April the PPS Board submitted a change to the development process that removed the neighborhoods as part of the selection team as the original agreement required. Susan arranged a meeting with PPS, staff and board to discuss this. At this meeting, the group agreed that Susan and Larry would work together to come up with a process that satisfied PPS’ desire to maximize earnings from selling the property while involving the neighborhood in selecting the developer/buyer. Susan said that since then, Larry has agreed to a modified RFP process (PPS/Dully were originally reluctant to doing an RFP) Duly where the prospective buyers would submit graphic drawings (elevations) and a site plan. Citizen representation will be kept on selection committee. Susan and Larry are also negotiating the selection criteria and how each element will be weighed. Larry wants to increase the weight of amount of money offered from 40% to 70%. Susan believes she can get this down.
Height limit allowed 65’ (3-4 stories)
Susan also pointed out the need to consider saving the little Victorian on the corner of SE Morrison and 14th. PPS does not own this lot, but the buyer of the surrounding PPS property will probably try to purchase it to maximize the site’s development potential.
Discussion of implications of this plan raised concerns about preserving the old Washington High School building.

BCA Newsletter Discussion-Lily Witham wants to have another 400 copies printed out for the cost of $80, in order to finish delivering to routes and to place in REACH buildings. Seann McKeel expressed concern about dated materials in newsletter, but Lily pointed out that many things were still active and viable (such as flexcar offer, free bicycle tune-ups etc. Seann also expressed her feeling that the energy would be better put into the next issue. Jim Andrews made the motion to approve the printing of 400 more newsletters. Seann seconded the motion, which passed unanimously.

EarthDay Cleanup- The event made $250 and 6 containers were filled with materials. The large paper shredder truck shredded 4,300 pounds of paper. Mary Ann Schwab expressed concern about the number of small children who come to the event with their parents and who may be in danger of being hit by a car (there was a VERY close call at the clean-up this year). A suggestion was made that maybe a childcare area could be set up. Other suggestions included having the volunteers work in shifts, that the band music should be quieter, and the food tables put further away.

SEUL Update- come testify for diversity on May 14th at Jackson Middle School. Buckman Elementary School has been selected to participate in a “safe routes to school” pilot project through the Office of Transportation’s “Community and Schools Traffic Safety Partnership project."

Bike Fair at Colonel Sumners Park-On June 25th the 3rd annual bike fair will take place from 2-7pm. This event has been very popular for the past 2 yeas. There will be a number of booths, demonstrations, games and events. Be sure and check it out!

Eastbank Farmers Market- The market will open for the season on Thursday June 2nd. There will be old time music and square dancing each Thursday during market open hours from 3:30 to 7:30PM. The market will be located as usual in the Hinson Baptist Church parking lot at SE 20th & Salmon. Over 35 vendors will participate in the market this year. Please support our local Farmer’s Market!

BCA Board Elections- June marks election month, and there will be 3-5 seats open. Elections will be held at the General meeting on June 9th.
