BCA General Mtg. Minutes 10/14/04

Meeting chaired by Susan Lindsay.

In Attendance: Katie-Jay Scott, Mallen Kear, Gilly Burlingham, Phil Ordway, Ann Bowling, Jim Andrews, M’Lou Christ, Susan Lindsay, Bethany Pratt, Lily Witham, Brian Carrabee, Bob Tiernan, Roger Weidner, Steve Hoyt, Chuck Fall, Diane Rosenbaum, Susan Detlefsen, Ron Morgan, Aron Homberg, Mary Ann Schwab, Liz Callison, Bill Osburn, Ken Mohalt-Siebert.

Minutes Approved- A motion to approve the minutes from the Oct 07, 2004 board meeting was made by Jim Andrews and seconded by Bethany Pratt with a unanimous vote.

26th & Ankeny- Jim Andrews met with the man who owns 4 properties around the 26th & Ankeny intersection. This man is considering doing a mixed-use development, but there are 2 different zoning codes in force, residential on one side of the street and commercial on the other side of the street. Jim encouraged him to work with the zoning codes rather than try and change them.

BCA Mural Update- Lily Witham reported that there has been more done on the community mural, but it is still not finished. She will continue to liaison with Frost in hopes of getting him to finish the project.

Council hearing on Setback Zoning- Susan Lindsay distributed a print out from Southeast Uplift Neighbourhood Planner Jacob Brostoff regarding the proposed zoning code amendment to allow accessory structures to be built to the property line. A city council hearing for this issue is scheduled for Wednesday, October 20th at 6PM. Please try to attend and give testimony if possible.

Candidate Debates- The BCA hosted a debate between the 4 candidates for the House District 42 seat. Diane Rosenbaum (Democratic Party), Chuck Fall (Pacific Green Party), Susan Detlefsen (Libertarian Party) and Ronald Morgan (Socialist Party) each spoke briefly about themselves and what they felt they could bring to the job, with a questions and answer period afterwards.

Board Membership Drive- Susan Lindsay reminded everyone that the BCA Board needs new board members.

Central Catholic High School Offer- Aron Homberg from CCHS told the BCA that the monthly meetings can be held at the school if/when the caf?© becomes unavailable in the future.

Lone Fir Cemetery Update- Susan Lindsay gave a brief Lone Fir Cemetery presentation to newcomers at the meeting, followed by a group discussion about development strategies. A correction from the 10/07/04 board meeting minutes: Mary Ann Schwab reported incorrectly that the Count had agreed to hold the property off the market for 6 months while a fundraising committee is formed.

BCA Newsletter- Lily Witham (newsletter editor) approached CCHS for help with newsletter delivery. Laura Jaeger (a CCHS vice principle) has arranged for the newsletter deliveries to be done by CCHS students, who will then get a community service for their efforts. The only available time before December will be the last week of Nov. so the new issue will need to be ready for the printers by Nov. 20th. Lily asked for volunteers to write articles, and Jim Andrews will write about the Burnside Bridgehead Big Box issue, Susan Lindsay will give a board update and solicit new members. Lily will report on holiday activities for kids, the Buckman Elementary School Giving Tree, etc. Articles are due by Nov. 17th.

BCA Board Retreat- A tentative date of Saturday, Nov. 20th has been set for the BCA Board Retreat, to be held at Anne Hughes’ Kitchen Table Caf?© from 9am-1pm. The Board will meet and discuss business for 3 hours and then have lunch.

Home Depot Update- Jim Andrews stated that the PDC seems to have the Burnside Bridgehead/Big Box Development project on a fast track. A call for RFD’s from private developers went out, with proposals due by Nov. 17th, 2004. Jim reports that a Toronto study about businesses affected by a Home Depot nearby showed 46 new businesses, who were all interviewed. What the study DIDN’T show were 146 businesses CLOSED, with none of the owners interviewed.

Buckman List Serve- Steve Hoyt of SEUL has offered to take over the List Serve from Don MacGillvray, and will be sending out emails to the list.
