In attendance were:

Hughes, Wynona Karlo, Susan Lewallen, Joanne Ferrero, Lee Perlman, Joshua
Bickle and Lily Witham.
Sunnyside neighbour Susan Lewallen approached the Boar to ask for The
Board’s backing against a proposed re-development of a 62-bed nursing home
to a 52 unit assisted living facility at the corner of SE 29th & Taylor Streets. She states that the facility would have an enormous negative impact on her residential street; that there will be added noise from air-conditioning units and delivery trucks, and less on-street parking for neighbours and their visitors. She pointed out that the nursing home itself was a bad fit in the neighbourhood, and is already a source of noise at all hours. She had just recently received the “Notice of a Public Hearing, set for July 7th, 2003”. Susan Lindsay read through the hearing
proposal and explained that although it’s late in the game, it’s not too
late to appeal the recommendation by Kathleen Stokes at the Bureau of
Development Services, Land Use Review Division. It was decided by the
Board to send a letter to the Land Use Review Division in support of Mrs.
Lewallen and the Sunnyside Neighbourhood Association. Jack Maynard made the motion that the letter should be written, and offered to write it. The
motion was seconded by Jarkko Cain and received a unanimous vote from the
Board.
Joann Ferrero, owner of R.G. Templeton and Central East Side Industrial
Committee Board Liaison to the BCA, asked for the Board’s support in
fighting the B Complex’s 2nd attempt at getting a class a liquor license.
The area in which B Complex is located is a city-designated Liquor Impact
Area. The Board decided to write a letter to the OLCC in support of a “no”
vote, giving as reasons the following: The business in question is located
in a Liquor Impact Area and industrial zone, and the customers of B Complex will encounter and contribute to parking problems in the area, this in turn will impact ambulance services of American Medical Response. Jack Maynard made the motion for the letter to be written, and the motion was seconded by Lily Witham. The Board voted unanimously in favour, and Susan Lindsay offered to write the letter.
Susan Lindsay brought up the liquor license review for Ricco’s, which is
located on SE Hawthorne in the Hosford Abernathy Neighbourhood. HAND has
asked the BCA to join them in opposing Ricco’s new “business plan”, in
which Ricco’s would like a Class A Liquor License to serve alcohol until
2:30 AM. The City was formerly against this proposal, but is now neutral.
Ani Haines made the motion to support HAND, and Jack Maynard seconded the
motion. It received a unanimous vote from the Board.
Jack Maynard related his experiences in attending a liquor hearing about the Texaco Liquor Application at the OLCC. These were all negative experiences, from the early meeting time (9AM) on a work day to the fortress-like feel of the OLCC. He also expressed his concern that although several judges were late for the hearing, some of these same
judges voted even thought they had not heard all of the testimonies.
Unfortunately, the judges voted in favour of the application.
Joshua Bickle gave a St. Francis Update. He and Ani are planning to continue to serve on the St. Francis Transitional Board throughout the summer. Planned topics/goals of the Transitional Committee will address 1) Incident Reporting 2) Incident Response 3) Incident Tracking 4) Building
Respectful & Sustainable Relationships and 5) Ongoing Communications
Committee Structure. Susan described her attempts at reaching Knute Solem
(owner of security firm used by St. Francis). Jack Maynard reported that
he had made contact with Mr. Solem, and that Mr. Solem was unwilling to
provide a cell phone for his security officers Jack invited Mr. Solem to
attend the general meeting on July 10th. There was some discussion by Board members about the fact that many problems are coming from people who
have been excluded from the St. Francis campus, but are just across the
street or around the corner, still causing problems in the neighbourhood.
Susan Lindsay also reported on the PPS Board Meeting held on June 16th. After 3 hours, the school board addressed the issue of the Washington High School surplus property/Central East Side Community Center by deciding to dump it all on the new Board. The PPS Board wrote up a resolution including a timeline which indicates the 1st phase should be concluded by March 2004. The School Board Trust wants to pick the developer, this is seen by most Board members as “getting the fox to guard the hen-house”. Susan met with Commissioner Francesconi’s aide Kevin Jeans-Dale, who
states that Commissioner Francesconi is fully committed to backing the Community Center Plan.
Announcements: Commissioner Jim Francisconi will address a neighbourhood
forum on July 17th 7-9PM. The topics will cover transportation issues,
parks in your neighbourhood and livability concerns. The forum will be
held at St. Philip Neri Church, SE 16th and Division Streets.
Anne Hughes made the announcement that her caf?© will be re-opening in late
July, and that the house next door (also owned by Anne) has been renovated
and is available for rent as meeting rooms, etc.
Lily Witham asked that Debby Schwartz be put on the agenda for the general
meeting on July 10th. Debby would like to make a short presentation against the use of pesticide spraying in Multnomah County. Susan Lindsay put Ms. Schwartz on the agenda.
