BCA Minutes: 9-11-03

Buckman C. A. Minutes; Sept. 9, 2003

In attendance were: Anne Hughes, M’Lou Christ, Ani Haines, Jarkko Cain,
Sharon Huber, Seann McKeel, Ed Lyle, Ann Bowling, Randall Howington, Cece
Noel, Don MacGillvray, Laura Jaeger, Lily Witham, Joshua Bickle, Virginia
Davis.

Don MacGillvrary chaired the meeting and spoke about defining the goals of
the BCA.

Central Catholic High School Laura Jaeger from CCHS reported that school
opened this week. Central Catholic is communicating with the neighbours,
trying to maintain a proactive relationship. She thanked the BCA for it’s role in helping to establish a good relationship with the neighbours.
Laura submitted a letter to the neighbours from Central Catholic for our
minutes.

Neighbourhood Agenda Committee-Cece Noel gave a report on the recently
established Neighbourhood Agenda Committee. She explained that this newly
formed group will be working to try and find ways to empower our neighbourhoods, and get the City government to be responsive to neighbourhood needs. There was some discussion about the now-defunct Neighbourhood Needs Process, which was used strictly to address
transporatation problems. Ani Haines and Lily Witham will be the contacts
forthis committee.

A reminder that there will be another Hands Around the Reservoir event on
Sunday September 28, 2003.

Monthly Police Report -SNO Officer Jim McMurray gave out crime statistics
and talked about the crimes (which are on the upswing). There followed a
discussion on the growing homeless population in Buckman, which is mainly
centered for a few blocks around the St. Francis property.

Friends of Trees-Sharon Huber from Friends of Trees passed out flyers and
spoke about a neighbourhood tree planting event which will take place in
January 2004.

Washington High School Committee- Motion. Cece Noel talked about the WAMO
Master Plan. M’Lou Christ made a revised motion after some discussion to: a) reaffirm the Buckman representatives (Susan Lindsay, resident homeowner, Anne Hughes, business owner) and Christine Yee) and b) to contact reps from HAND, Kerns Sunnyside and Kevin Jeans-Gale of
Commissioner Franceconi’s office to plan a meeting ASAP, (ie: without waiting for “staff” to convene one. Ani Haines seconded the motion, which was unanimously approved by the Board.

Neighbourhood Liability Insurance- Although the liability insurance
policies for neighbourhood association boards has been canceled (not to
be renewed due to rate increases, the city expects to create a self-
insurance fund to cover volunteers (neighbourhood boards). It will be
supplemented by the state incorporation laws, by-law protection, and the
new federal law protecting volunteers.

Skinny Lot Update- MAS suggested Land Use Committee. City Council has
reversed itself on this issue and it appears to be going away. Therefore
the $250 we voted to support the neighbourhood LUBA appeal is no longer
required.

Lily Witham passed out a list of registered sex offenders living in the
97214 Zip Code. This public information is available to anyone by calling
the Sheriff’s Department.
