Burnside Street Fair/ letter of support/unanimous.
Sara Stout came to speak to the Board about getting the BCA’s support (in the form of a letter) for a proposed Burnside Street Fair, to take place on Sunday September 21st, 2-7pm.. This fair would recognize Bicycle Awareness Day and also bring attention to the new businesses on E. Burnside located between 6th and 8th streets. Ani Haines made an amended motion to write the letter after Sara’s group has a firmer idea about how ODOT feels about the impact of closing E. Burnside and re-routing buses for those hours. The motion was seconded by Joshua Bickle, and the vote was unanimous.
Nocturnal/yes on extended hours. Seanne McKeel and Britany Pratt from Nocturnal gave an update on what they have done in the past month: had signs professionally made (which read “No Nocturnal Parking. Please be quiet, our neighbors are sleeping.” Nocturnal also sent postcards to most of their neighbours informing them that the signs are available upon request. They have also created a neighbourhood mailing list, which they hope neighbours will feel free to use to address problems etc having to do with Nocturnal et all. A security guard was also hired.
Susan, Jack and Lily reported on their findings from examining the postcards given out to neighbours and others which were filled out and mailed to SE Uplift. Most of the cards had illegible signatures, and many had no addresses. There was some discussion as to the feasibility of having big shows booked only on weekends. After much discussion a compromise was cobbled together- Nocturnal will not book large turnout shows during the week (Sun-Wed) and the neighbours agreed to give it more time and use the signs provided by Nocturnal. There were immediate neighbours who say that the business is not a good fit in it’s present location, and who also feel betrayed by the change of mission on Nocturnal’s part (from the primary focus of providing a club for underage teenagers to more focus on the bar). The Board decided by vote to extend the bar hours at Nocturnal until 2:30Am, for a probationary period of 6 months. 8 votes of yes, one vote of no.
Cherie Macgillivray’s report on Mt. Tabor Planning Committee/BCA to provide a letter against the burying of the historic reservoirs at Mt. Tabor/unanimous.
Cheri Macgillvray gave her report on the Mt. Tabor Planning Committee, which she served on. The committee is putting together a minority report and wants Cheri to sign the report, which she would prefer not to do. Phase two of the committee is starting up and Cheri wishes to remain involved with the project. All of the Board members are firmly against burying the reservoirs. M’Lou Christ made a motion that the BCA write a letter against burying the reservoirs, which will also state if the burying must be done due to federal pressure, that it be funded with federal Homeland Security monies. The motion was seconded by Lily Witham and the vote was unanimous.
