Sec. 14-11. Running at large. It is unlawful for an owner to allow, knowingly or unknowingly, any animal of any age, licensed or unlicensed, wearing a collar or not wearing a collar, to be unleashed or not in reasonable control of its owner or his authorized agent while leashed, in any place open to the public; provided, however, that an animal engaged in hunting or farming need not be leashed when under the reasonable control of its owner, or when engaged in a township-sponsored public safety activity or township-sponsored demonstration event.
