SCAFFOLDING, A PRE-REQUISITE

SAFETY-TOURISM-Economic Development-Business & Job Development

SCAFFOLDING is defined as "framework" and "structural support".

In order for us to begin to make systemic changes and take steps that clearly empower the households and businesses of the Inner City, we must address Neighborhood Strategic Action Issues. They are:

>>Education Attainment – social, academic, job related, technological.

>>Gainful Employment-Family Supporting Jobs.

>>Safety Prevention and Safety Intervention.

>>Economic Development that includes NEW products and services as well as reinvestment in JOB CREATION by developers and city government departments responsible for doling out government resources on behalf of low, moderate and no income citizenry.

STRATEGIC PLANNING
Campaign Neighborhood - CFNBA neighborhood planners are looking at how the five(5) areas below jointly impact the strategic action issues above. They are:

1) SAFETY AWARENESS & BLOCK-to-BLOCK ALLIANCE

2) TOURISM - Trade, Linkage and Collaborations w/partners in the Michigan area - especially areas of high population of people of color.

3 & 4) BUSINESS DEVELOPMENT & ECONOMIC DEVELOPMENT - Brownfield opportunities are spotlighted for empowerment of Inner City neighborhoods.

5) JOB CREATION/DEVELOPMENT - A MUST for Reinvestment in the Inner City and major emphasis for job creation.

"Inner-City Scaffolding, 2005" is the year-long theme for creation and upgrade of systemic erosions.

SAFETY is the first order of business and OPERATION SAFETY (CFNBA Safety Initiative) and its Link-to-Link Coalition calls for law enforcers - Milwaukee Police Department/Community Liaison (3-5-7), Milwaukee County Sheriff Department and U.S. Attorney General to work with the resident, business owners, churches, schools, government staff, elected officials and neighborhood greeters as a united link.

The matrix for Operation Safety requires all of the above stakeholders for success.

Simply put, it is said in one of Operation Safety Slogans:
"Safety Prevention and Safety Intervention is Everybody's Business".

Since the "Safety" issue is an "IN-YOUR-FACE BARRIER" to attracting and recruiting businesses that create family supporting jobs and providing necessary products and services, it is a "PRIORITY".

Because the safety of our stakeholders is the "KEY" to self-sustainability, it is a 'PRIORITY".

Because safety and the perception of safety can drive economic development and tourism, it is a "PRIORITY".

ONGOING DISCUSSIONS
ALL discussions will look at and strategically plan the growth of our assets - people, land, and government funding.

QUARTERLY - REALITY CHECK SCHEDULE
Every three months, at least fifteen hours are devoted to looking at the above five 2005 Scaffolding tenets.

The Reality Check Discussion forums looks at assets - people, government funding and land use.

It is a time to analyze and take stock of accountability of those making decisions for government funds and those receiving government and private funds on behalf of stakeholders in the Inner City - Neighborhood Strategic Planning areas.

In our recent Reality Check Symposium, we were fortunate to have guest speakers: Police Chief Nannette Hegerty – Milwaukee Police Department, Director Sharon Robinson – Department of Administration for the City of Milwaukee, Ms. Debra Fifer – Gun Violence Bill, Ms. Bonnie Melvin – Arms Around Amani Association, Police Officer Shellee Lubus – District 7, City Attorney Stephen Adams, Glen Mattison – Community Block Grant, and Ron Pounds – Information Technology, City of Milwaukee.

The discussion groups allowed exchange and wisdom for “scaffolding planning”. We were blessed by input from members of the neighborhoods, namely, Commissioner Eddie Skinner, senior property owner of the area and Craig Wroten, Lead Community Organizer for Harambee.

The exchange is every three months. It is sponsored by: Campaign Neighborhood - CFNBA and BI-Coastal Development Consortium.
