SMART GROWTH INITIATIVE – STATE STATUTE 66.1001, OPPORTUNITY or CURSE

Leaders within the proposed Fond du Lac & North Comprehensive Neighborhood Plan area are fighting to see that the Smart Growth Initiative law is INCLUSIVE.

A plan is being RUSHED for ADOPTION by the Department of City Development that most of the targeted area do not know about and definitely do not know about its tie to a 20-year state law.

“The plan lacks the nuts and bolts that citizen participation provides”. “The inclusion and buy-in of the Inner City citizens along Fond du Lac and North Avenue equals ownership, neighborhood growth, neighborhood wealth and self-sustainability”, states Mary Glass, Chair/CEO, Campaign Neighborhood.

On March 3, 2004, Glass called for a SIX-MONTH DELAY at a Public Hearing of the City Plan Commission. The Six-Month Delay would:

1. ALLOW “CITIZEN PARTICIPATION”, per state statute mandate.

2. Launch a “massive advertisement campaign” to introduce, get input and BUY-IN of the citizenry.

3. Create a more “harmonious working relationship” with the Department of City Development and other city departments that will be responsible for implementation.

4. To allow the “citizenry” and the “newly elected-redistricted alderman” to get firsthand input from the constituents for successful representation and accountability.

5. To ensure that the Smart Growth Initiative, State Statute 66.1001 provides options that will provide expected and realistic decision making from national-state-local government offices, systemic changes in the infrastructure, resources that empower, social responsibility of businesses; and, accountability of the citizenry and the elected officials for self-sustainability and wealth building.

According to the State Department of Administration, Madison, extensions can be given upon request.

The Smart Growth Law has until 2010 for completion.

The plan will allow an area that has been “neglected” to come alive and prosper, if the plan has the authority and endorsement of the stakeholders – those who live, work, invest, worship, own property, pay taxes and grow families in the area.

The Smart Growth Initiative, State Statute 66.1001 gives the citizenry and opportunity to come together around the following issues:

3) Transportation
4) Utilities and community facilities
5) Agricultural, natural, and cultural resources
6) Economic development
7) Intergovernmental cooperation
8) Land-use
9) Implementation
