This program, which begins in January, is designed to:
1. Broaden potential neighborhood leaders' understanding
of the community, 2. Expand the pool of skilled neighbor-
hood leaders, 3. Encourage the establishment of networks
among neighborhood leaders, 4. Enhance the ability of
neighborhoods to resolve problems on theirown or in
cooperation with other neighborhoods and/or institutions
and 5. Introduce participants to decision-makers in our
City's government and throughout our community.
Eligibility Requirements are the CONA Neighborhood
Leadership application must be filled out in its entirety,
applicants must live or work in the City of St. Petersburg,
applicants must not be a filed or announced candidate for
public office and the registration fee must be included

City Watch
The City Watch Information System is a new service offered
by the St. Petersburg Police Department Crime Prevention
Unit. It is a computer system that will allow residents to call
in 24 hours a day and get information and will allow the
police to dial out to residents at their home or office. The
function of City Watch is to keep residents and business
owners informed about crime in their area and to teach the
general public about crime prevention and the community/
police programs offered by the police department. The City
Watch System takes advantage of emerging telecommunica-
tions technology to provide our residents with a powerful,
multi-function community messaging system. City Watch
allows for you to get information quickly, accurately and
automatically. As said above, City Watch has two main
functions: In-Call Community Message Center and Out-
Call Broadcast messaging. The City Watch System has the
capability of calling out to residents and business as a rate
of 800 calls an hour. The City Watch System has the ability
to send out these messages using call lists developed by the
police department with your help or through a mapping
data base containing all of the published phone numbers in

FIRE DRILLS: the GREAT ESCAPE
11th Annual Fire Prevention BLOCK PARTY
October 12 from 6 to 8 p.m.

exhibits, fire truck displays, jr. firefighter academy, pictures
of yourself dressed as a firefighter ("bunker guy"), drawings
for t-shirts, posters, smoke alarms, and bike helmets. For

Keep Kids Alive Drive 25 is designed to encourage motorists
to observe the residential speed limit. In most towns and
cities across the U.S., the residential limit is 25 mph. Thus
the slogan, "Keep Kids Alive Drive 25." After one year
Keep Kids Alive Drive 25 has grown into a campaign with
contacts working on developing local initiatives in over 200
cities and towns representing 41 states. We are working to
grow Keep Kids Alive Drive 25 into a nationally recognized
campaign that simply calls all drivers to slow down in our
neighborhoods for our kids' sake. You can find more infor-

Presidents Report

Dear Neighbors,

Well, summer is about over and so are summer vacations. The Mayor has begun his annual breakfast meetings with Neighborhood Association Presidents. The mayor is getting a wealth of information from the President's at these meetings and it looks like he will be holding a Mayor?’s Summit in the fall.

At the August CONA Board Meeting the Police Department informed us that car theft is up. We also learned that a large number of the cars stolen had the keys in them and the motor running. Does anyone wonder why these cars got stolen? At the September Board Meeting Gary Duckman will present a ten-minute slide show presentation on why car theft is up. Jay Lasita has also asked for 10 minutes to explain his ordinance on CURFEWS. He has presenting this ordinance at several Neighborhood Associations and feels that he has support. Because of past votes on this issue at City Council meetings he thinks only about three other Council members support it. He will need your support to get this ordinance passed.

The Chief has informed me that there will be another Police Conference in September and only those who attended the last conference will be asked to this year?’s conference.

The Grant Review Team met on September 8, to review the twenty-four grants, which were submitted by our neighborhoods. The Review Team approved most of the grants and now they go to City Council for approval. As a Review Team member, I was surprising how many grants were not written properly and a few had problems which disqualified them. Maybe we need to have a workshop on how to write a grant this spring.

The City will soon start putting citations on the doors of homes with mailboxes at the curb. The City has over 1600 illegal boxes, so Susan Ajoc is asking for some help in getting citation information to these homeowners. If you would be will to walk your neighborhood to distribute this information to these homeowners Susan Ajoc would be grateful, please give her a call.

Angelo Rao told me that the 25-MPH Speed Limit ordinance has been written by Legal and is being looked at by his Department and he hopes that this will be on Council agenda shortly.

There is a task force working on upgrading Albert Whitten Airport. One plan is to update the whole complex. Another plan is to add 1750 ft or more to the east-west runway for jet traffic. There will be Public Meetings to get the publics input this fall before it goes to Council. The burning question is do we need a JET-AIRFIELD Downtown.

CONA?’s Neighborhood Link site is growing by leaps and bounds. We have increased our HITS every month this year and August had 300 more hits than any other month. It just goes to prove that our neighbors are looking for information. If your neighborhood site isn't up and running they are probably coming to CONA?’s to get their information.
