Generally, two people go to the door and say they are with the water department and they need to come inside to test the water because of a break in a pipe a few blocks away. While one person is with the occupant in the kitchen drawing the sample, the other is ?“checking the pipes.?” After they leave, the resident discovers that things are missing from the home.
The Water Services Department almost never sends employees to your door to test water or to try to sell you something. All water department employees have picture identification cards, wear city uniforms and drive city vehicles.
