The citizens of San Bernardino are concerned with the unsightliness, deterioration and degradation of residential, commercial and industrial properties in our neighborhoods and established minimum requirements for property maintenance to protect the health, safety, welfare of the citizens and appearance of our community. Enforcement and compliance of these property maintenance standards reduce and eliminate blight and deterioration of neighborhoods, protecting both property values and neighborhood integrity.

Listed below are guidelines for effective property maintenance. If you have existing conditions not in compliance or conformance, please correct them now to prevent further enforcement actions initiated by the City.

MAINTENANCE REQUIREMENTS FOR SINGLE RESIDENCES (15.24.040):

Any person owning, renting, occupying or having charge of any single family residence, or any two-unit or three-unit residence, shall maintain the property in accordance with the following minimum standards.

A. Exterior Requirements –

15.24.040 A1 – LACK OF LANDSCAPING – Front and visible side yards shall be landscaped with trees, shrubs, ground cover, decorative rock, redwood bark, and/or lawn.

15.24.040 A2 – UNMAINTAINED LANDSCAPING – Trees, shrubs, lawns and other plantings shall be maintained, including regular irrigation, pruning and cutting of lawn.

15.24.040 A3 – WEEDS, DRY BRUSH AND OVERGROWN VEGATATION – Property shall be free of dead or overgrown vegetation, including weeds, trees or limbs which attain extensive growth and becomes a fire menace when dry. Please remove or trim accordingly.

15.24.040 A4 – TRASH, DEBRIS AND LITTER – Property shall be free of any item causing an unsightly appearance. Please remove, trash, litter debris or other items casing an unsightly appearance.

15.24.040 A5 – VEHICLE, TRAILER OR BOAT PARKED ON UNIMPROVED SURFACE – Vehicles, trailers and boats are not permitted on unimproved surfaces or lawn areas. Please remove from this area and park or store in your carport, garage or other enclosed storage area.

15.24.040 A6 – INOPERABLE/ABANDONED VEHICLES/VEHICLE PARTS – Properties shall be free of inoperable or abandoned vehicles and vehicle parts unless they are properly stored in a garage or enclosed storage area. THIS VIOLATION WILL BE REPORTED TO THE VEHICLE ABATEMENT DEPARTMENT.

15.24.040 A7 – STRUCTURE(S) REQUIRES PAINTING, ROOF, WINDOW OR DOOR REPAIR – These types of repairs may require a permit. Please contact the DEVELOPMENT SERVICES DEPARTMENT at (909) 384-5071. YOU MUST OBTAIN THE NECESSARY PERMITS AND MAKE THE REQUIRED REPAIRS TO MAINTAIN THE PROPERTY IN GOOD CONDITION.

15.24.040 A9 – GRAFFITI – To protect property values and reduce blight, all buildings, structures, sidewalks and driveways shall be free of graffiti. Please remove graffiti from all affected areas.
