Q: I noticed my neighbor put up a pool without a fence, isn?’t this illegal?
A: It is city code that all in-ground or above-ground pools must be fenced to preclude drowning. We have reported this serious safety violation to the city?’s code enforcement division and have sent the owner a violation letter since they did not submit the necessary ARC approval paperwork before erecting it in their property.
Q: I noticed a homeowner erecting a barrier fence, I thought the fence had to completely enclose the rear of a home?
Your are partially correct. The homeowner had a break in the installation of his approved fence and it appeared there was only going to be a barrier fence (which will not be approved). He later finished the job.
Q: I noticed my neighbor converting their garage into a living area, I thought this was illegal?
A: The covenants specifically prohibit conversion of garages into living areas and once we sent the homeowner a letter, they immediately stopped and restored their home to its original state. We had numerous calls on this item.
Q: I got fined for not maintaining my lawn, I was really upset that the association was doing this. When did this come about?
A: Fines (Special Assessments) have always been allowed in the covenants for non-compliance with the covenants. The Board elected to establish a standard way of applying them and distributed this new uniform rate of special assessment with the copy of the Covenants, Conditions and Restrictions that were mailed to every homeowner in Caroline Ridge. Fines are only applied if a homeowner ignores all written requests to correct a violation or if they start but never finish a submitted restoration plan.
