Rezoning Process

Should Shelby County Schools

The SCS board has never established a rezoning process policy. A group of SCS parents has started a grass roots campaign to encourage the school board to adopt a formal rezoning policy.

This campaign is not directed at any particular boundaries and is not an effort to change any of the zoning decisions previously made. This effort is forward looking with a goal of eliminating the divisiveness and bitterness that we saw this past spring. Whether you loved the new high school attendance zones or hated them, you know that the process itself created division. One local paper referred to a “civil war” in Shelby County. It doesn’t have to be this way.

Acceptance comes from understanding. We believe that the dissension that arose in February was related much more to the process than to the outcome. No map will please everyone. We should, however, strive to have everyone understand and accept the results.

We have created a website as part of this campaign, www.scsrezone.com. In addition to links to the petition, www.scsrezone.com contains a presentation summarizing research we have done into rezoning best practices. Rezoning best practices fall into four main categories:

- permanent criteria: establish the rules before the game is played

- parental involvement: before the maps are drawn

- detailed demographics: for transparency

- multiple alternatives: give the board choices

Our petition does not request the adoption of any of these specific ideas. We are simply asking to board to adopt a formal rezoning process that all stakeholders can understand.

If you like the idea of having attendance zones created behind closed doors, delete this message.

If you would like to see Shelby County Schools adopt a formal rezoning process that everyone can understand, please visit www.scsrezone.com, sign the petition at http://www.petitiononline.com/rezoning/petition.html. More importantly, pass this email along to your neighbors. The petition currently has over 400 signatures representing over 2/3 of the schools in the district. The petition will be presented to the school board during the public forum to be held 11/29 at Bartlett High School. Please encourage your friends to sign the petition and attend the public forum.
