D. Curry called the meeting to order.
February and March minutes were read by those in attendance, motioned and approved.
M. Lehman(DM City Inspector), reported – city's post winter clean up is finishing with street sweeping and handed out fliers of the Des Moines Scrub Days Calendar for the rest of the year. If the Delaware Ave. waste site location traffic is backed up during a scrub day, the landfill on University will take dropoffs.
N. Koger,(Treasurer) report - February starting balance = $4,483.53, Feb. membership dues paid by $12-N.Koger, $24-J.Dobryzinski , $36 (plus $4)-D.Curry, plus balance interest .27, minus voicemail $6.31 -ending balance = $4,553.49 | March starting balance =$4,553.49 only activities were voicemail acct paid and accrued interest – ending balance = $4547.51 | N. Koger told board she had procured lowcost $10 accounting software to create required annual neighborhood association's financial reports to the city.
Sgt. S.Whittaker(DMPD-traffic) – listened to attending member resident's reports of speeding on 10th St., excessive parking along 14th St. , need stop sign for 10th and Laurel still.
Sgt. Bernell Edwards(DMPD) - 24 calls in March, calls of interest – 1 vandalism, 1 aggravated assault, 3 simple assault, 3 drug offenses, 1 criminal mischief, narcotic bust along Crocker & Keoway
D. Curry discussed new business – 6/19th was selected as Cheatom Park's Scrub Days date to participate. D. Curry will organize it with helpers to go around the neighborhood and pick up items people can't discard themselves.
J. Dobryzinski added that on 6/5th will be the neighborhood's Garage Sale Day and have residents contact her by email or phone to let her know they want to participate. A flier for both events and Jazz in July will be combined and handed out to residents.
D. Carr volunteered to organize Cheatom Park participating in the National Night Out Tuesday, 8/3rd with possible assistance from Rev. Gaddy and St. Paul AME. at Cheatom Park in place of this year's Cheatom Park Fest normally at the park.
Other business - D. Carr provided neighborhood association Board Member applications and duty descriptions for 2010 new & old members. The annual renewal of board memberships and acceptance of new members was announced
Other business - D. Carr announced the Alice Rodine Awards on 4/22 @6p – encouraging all in the neighborhood to attend. She's working on resubmitted to the city the survey for Cheatom Park. Also announced the mayor and House 66-Rep. Ako Abdul Samad are visiting one of our meetings on either May or June.
Other business – Rev. Fred Gaddy announced his church was having an open house on May 22nd, Sunday. They will be having a BBQ and luncheon free to parishioners, visitors and residents. Citywide Youth Chorus will perform that even, also.
D.Curry(President) is running his own contract construction and remodeling business now. Also is in a business partnership with a greenhouse nursery located in Van Meter.

D. Curry called the meeting to order.
Secretary Report - C. Butts - June minutes were read by those in attendance. Correction of the date for the minute was noted. Minutes were approved in lieu of the changes.
Treasurer Report - N. Koger - June starting balance = $$4,577.47, membership dues from new residents, Jen Fersen & Mike Harris of $24 plus acct. Interest $0.33, minus Voice-Mail $6.31, annual PO Box $76, NRO copies $18,, -ending balance = $4,501.49. - Nina Koger updated that the new software she bought is requiring a little more practice and figuring out it's non-standard complicated instructions than she anticipated and will try again to work it out.
DMPD Report - Sgt. Bernell Edwards(DMPD) - Total of 48 calls, 36 were minor,
DM City Report – Mike Lehman (DM City Inspection) gave his report on notices and violations written in the last few months (4/21/2010-7/21/10) in Cheatom Park and the decrease in severity of incidents. Rental Inspection/ReInspections - 8 | Abandoned Vehicles- 3 | Clean Team - 4 (garbage/waste in public)| Junk and Debris- 10 (private prop.)| Open/Vacant Property- 2 . Lehan also stated that recent tree & limb debris can be carted to the Harriet St, yard waste landfill for dumping this 7/24, Saturday, even though it's not the regular Scrub Day.
New business - C. Butts and S. Wells were commenting on the streets/curbs being paint sprayed and asphalt being cut along the curbs and corners around 14th St & Place. Also, Don Curry had been cited for sidewalk repair on his property too. Requested Mike Lehman(DM Inspection) ask someone in Public Works if they know what is going on. He said he would contact us or return with some information when he finds out.
New business - C. Butts – briefly reported the East Village Zoning efforts as compared to the specific business section of Cheatom Park along 15th St/Keoway & University and concluded it's something to be aware of our options of finding alternative zoning category if needed in the future responding to developers or development planning to drastically change the intensity and type to the maximum of commercial/retail/residential activity C2 Zoning would allow vs what's already present within the zone boundaries near residential single family housing.
New business - Ia Rep. Ako Samad – the Small Business assistance bill passed in the recent legislation year is available for small businesses now. Creative Vision was having a Seminar workshop to educated local area urban residents on how to apply for start up business help.
New/old business – T. Wells –Save-A-Lot/Evelyn Davis project's committees again are needing more residents to attend and help voice direction during the final plans' development with new committees for specific programs being formed. By September the duplexing renovation construction on the structure will have started. It is estimated by Nov. - Jan. for the opening date of the new grocery store and the Evelyn Davis Working Families Center.
Old business – Jazz in July reports – Volunteering/Attending members S. Wells, T. Wells and C. Butts reported the inaugural event a success with many people attending to listen.
Old business – D. Curry stated the recent Scrub Day went smoothly, collected 14 loads of junk and debris by 1PM with his work crew. Participants were grateful for the service he donated with his business.
Old business – C. Butts stated August Night Out couldn't be coordinated by Deb Carr, so recent from her major surgery. All members promised to assist, Sgt. Edwards offered police event kid items for handouts/participation and C. Butts would contact absent J. Dobrynszski about her past plans, who to call get food items. D.Curry and S. Wells offered to volunteer for the event.
Old business – D. Curry – again due to member outside obligations lowering attendance, an election on Board Member applications and nominations for open Executive positions will be postponed again. He reported no replies to his repeated requests to our City Councilwoman Christine Hensley to come and visit our association meetings and update us on any city news or neighborhood issues.
Visitor - Tiffany Williams from the Rep Ako Samad's office and campaign came by to offer her and Ako's support and interest in our group's needs and if he could get n membership just to attend. We welcomed their interest and told her Samad was welcome to attend our meetings at anytime.
Other business – T. Well mentioned how Cheatom Park should take advantage of Burger King's program to host fundraising events in their stores for non-profit agencies and community groups.
Other business – Continue to urge and invite our ward's city representative Christine Hensley to attend atleast 1-2 of our meetings in a year.

Due to major executive members in non-attendance, change of meeting location due to United Way Center being booked and the meeting started late there was no official votes or association discussions taken.
Members related sadness condolences about Sissy Cheatom's recent passing away and some looking to attend the services. Future meeting ideas tossed about for next agendas.
Then members went home.

Secretary Report - C. Butts - July minutes were read by those in attendance. Sept meeting was scheduled but due to low attendance not official thus no official minutes taken/approved. Terry W. requested future minutes be emailed before meetings to speed approval. Secretary agreed to email them to regular attendees/members and executive board members. Minutes were approved.
Treasurer Report - N. Koger was not in attendance due to family issues. - Sept and Oct balances will be officially submitted at Novembers meeting for approval but emailed for preview.
Old Business/Speakers – Mary Chapman and Ray Brown spoke early during the meeting to provide more concrete substantial information about the status of the Evelyn Davis Working Families Center Project being located in the old Tops Value store complex on 6th and University. New/old business – T. Wells –Save-A-Lot/Evelyn Davis project's committees again are needing more residents to attend and help add community's voice to plans' development direction. Logos have been designed/approved and area faith based groups are being requested for input or program offerings.
DM City Report – Mike Lehman (DM City Inspection) gave his report on notices and violations written in the last few months (7/21/2010-10/20/10) in Cheatom Park and the decrease in severity of incidents. Rental Inspection/ReInspections - 7 | Abandoned Vehicles- 3 | Clean Team - 1 (garbage/waste in public)| Junk and Debris- 12 (private prop.)| Open/Vacant Property- a few more properties along 11th St are being remodeled. Again for end of season, Lehman stated that recent tree, limb and yard debris can be carted to the Harriet St, yard waste landfill for dumping this 11/20, Saturday.
DMPD Report - Sgt. Bernell Edwards(DMPD) - Total of 48 calls, 34 were minor - 2 car chases, 1burglary, 2 drug violations/disorderly conduct, etc – Sgt Edwards impressed the need to report 'No Contact' violations so the police can follow up and keep track of the offenders considering the recent murder of victims by their ex-partners/spouses breaking orders. Sept report – Total 40 calls, 26 minor - 3 drug violations, 5 theft, 3 simple assault, etc
Announcements(T. Wells) – The Des Moines Mayor Frank Cownie will stop by and visit Cheatom Park to talk to neighborhood residents at November's meeting. EVERYONE NEEDS TO ATTEND!!
Announcements(T. Wells) – With the merger of DM. Rebuilding Together and D.M. Neighborhood Resource Office into one NPO umbrella, the Neighborhood Resident Leadership Certificate Program classes held are being offered FREE to all DM Enterprise Community neighborhood residents who apply. Once residents attend a class, they become eligible and first in line for remodeling/energy efficiency housing upgrades through volunteer assistance with the Des Moines/Iowa Rebuilding Together Program.
Other business – T. Wells again stated Cheatom Park should take advantage of Burger King's program to host fundraiser events in their stores for non-profit agencies and community groups now that the 2nd Ave&University store has reopened. Members agreed to look into participating for increasing the association funds to host/plan future project needs.
Other business – T. Wells brought up the need to set procedures for requests by any members, groups or persons/representatives for association funds so that it is documented in the minutes for clarification, explanation and request submitted for official approval.
Old business - The streets/curbs along 14th St & the lower end of 14th Place & Enos have been replaced by the city works dept. Don C. and other 10th St block residents have been repairing their sidewalks due to one complaint lodged.
Old business – August Night Out was a success. Jeanne D. and family provided frozen food items and games for kids. Sgt. Edwards provided her police event items for kids as games/toys participation, a city proclamation certificate was presented and accepted by Chris B. and Don C. New neighborhood resident Tenelle Russ, Miss America Plus spoke about her contestant platform concerning community outreach projects. S. Wells, Valerie Weaver, Justin Hancock, Mike Lehman volunteered helping at the event.
Old business – again due to member outside obligations lowering attendance, an election on all Board Member applications and nominations for All open Executive positions will be postponed again til the start of 2011.

Treasurer Report – N. Koger reported for October starting balance – $4,483.47, $6.31 Voicemail, $0.28 Acct Interest - $4,477.44 balance ending
Secretary Report – Oct/Sept minutes submitted for edit and approval. All minutes were approved.
New Business/Speakers – Pres. D. Curry expressed Mayor Frank Cownie's regret at not attending this month's meeting due to scheduling
New Business/Speakers – Neighborhood Revitalization Board(NRB) members, Jean Minahan & Sharon Murphy spoke to the members about the organization advising the city on neighborhood issues and doing outreach and education to the city neighborhoods, told of resources from the old Neighborhood Resources Office(NRO), informing about city and county residential financial and housing assistance programs, applications for residents to become boardmembers, did a quick survey with attending members on neighborhood lead concerns – NRB Meetings are 1st Wednesday of the month @ 5pm in the DM Armory Bldg.
DMPD Report - Sgt. Bernell Edwards(DMPD) - Total of 31 calls, 1 assault 27 were minor - 2 drug violations, 3 family domestic, 2 simple assault 4 vandalism – Per the recent shootings along Keoway/MLK from the freeway to Hickman, Sgt Edwards impressed the need to report all suspected illegal and traffic activity& violations so the police can follow up and keep track of the offenders. Suspicious signs from an out-of-state business are popping up illegally offering to license persons for weapons permit to carry after attending and paying for a class. Traffic Cams for city intersections and took a quick vote by members if any would approve of one placed on 13th or 9th & University intersections – 3yay, 2nay, 1abst
New Business Speaker – D. Carr – said Toussaint Cheatom, Sissy Cheatom's, son was still deciding on ways the association and neighborhood could donate to provide a tribute to his mother or support him possibly continuing the family's work in helping prerelease court issues of minority youth.
New Business Speaker – D. Carr – Because of St. Paul AME being a reliable neighborhood org/church that provides resources and help in residential outreach and involvement, members supported the OctoberFest event donation by the association
New Business Other – D. Curry – City of DM is to demolish an empty house on 1125 11th St, it owns without considering rehabbing it or selling it for rehabilitation. Stated he will contact city about it and discuss other options than low-income housing replacing it.
New Business Other – D. Curry - the owner of 13th & University abandoned gas station property is renting it to a vehicle scrapyard business – the city zoning, property & tenant owners to be contacted and legality of the type of business operating there researched. It was agreed by all members such a business is inconsistent and incongruous with the look and development of our neighborhood.
New Business Other – S. Wells – the celebration, held by Tu Yu Yang, for the legal win by area neighborhoods in preventing the city of DM moving the downtown homeless shelter into our neighborhoods, was nice. Larry Crist, owner of Crist towing, whose property lawsuit ended the move, attended with other major participants in the effort.
New Business/Speaker – D. Carr – Assists in organizing local Miss Black Iowa competition, @ Iowa Historical Museum Dec. 5th , 4pm. Requested if the association would be interested in buying tickets to be offered to neighborhood youth and teens normally unable to attend the positive and worthwhile event. Is was motioned and agreed. Individuals paid cash for some tickets the rest will be deducted from the treasury and reported. 6 tickets are available.
New Business Other – Newest association member/resident Jamie Yovonie was interested and agreed to be the new Cheatom Park Association's newsletter publisher/distributor taking over Jeanne Dobrzynski's efforts as she had announced via email to the board, Jeanne & her family were moving to Adel, next year in a month.
Old Business – S. Wells - Evelyn Davis Project – DMACC & DMPD are working together to step up increased security during off hours for the new development - New construction will be starting in December and go for 45-90days before opening. Meetings for the project board & committees is still every 3nd Tues of the month and open for residential members to join.
Old Business – Attendance by seated boardmembers was still too low to consider voting on the annual meeting/set election date or or accepting any new nominations for open positions for next year's elections beyond what was emailed by T.Wells. Postponed til next meeting.
Old Business – Concerning requests for Cheatom Park association donations, normally it is submitted to the board at a meeting but due to immediate circumstances and decisions that need to be made on behalf of the association in community/city/business dealings, the previous President had garnered approval for upto $500 leeway in making donations or assistance towards anything with the caveat that the action be announced and documented in the treasurer's report the next meeting. A motion was made and agreed by voice vote acclamation of attending association members D. Curry, C. Butts, S. Wells, B. Carr, D. Carr and J. Yovonie that this privilege was to be extended to any subsequent Presidents.
It was motioned and the Meeting was adjourned.
