Cheyenne Mountain State Park
The Association has received several letters of understanding concerning the changes to Cheyenne Mountain State Park. Changes in the Master Plan are now in place and are being actively planned by CO. State Parks. Several weeks ago Board members walked the proposed roadway through the park with CO. State Park officials and observed the revised locations of the campgrounds and cabins. The changes should address most of original concerns about the park, with the major remaining issue being the change by CO. State Parks to allow the use of open wood burning campfires.
The issue of open fires in the park is still a great concern to us. NORAD has opposed the use of open fires in the park and our City Councilmember, Jerry Heimlicher is actively assisting us with this issue. We hope to have some news shortly.
It is expected that the park will open for limited trail use this fall, with construction of the main roads and infrastructure late fall or early winter. Development of the campground and picnic areas is scheduled for 1 ?½ to 2 years.
Cheyenne Mountain Fire Mitigation Program
With the adoption of the Cheyenne Mountain Fire Mitigation Plan by the Board of Directors, the Association is now in a position to implement the Plan. This implementation process will be called the Cheyenne Mountain Fire Mitigation Program and will consist of the following 4 elements:
?• Fuels Reduction
?• Evacuation Planning
?• Pre-Positioning Equipment
?• Reduction of Fire Response Time

JL Ranch Project
The City Planning Commission reviewed and approved the development plans for the JL Ranch development. Based upon comments from city agencies and our Association, the developer will be required to construct the NORAD Road extension to Broadmoor Bluffs Drive prior to any building permits being issued. As well, the developer must transport fill for his project using a temporary roadway from within his project and not use Broadmoor Bluffs Drive. Soaring Eagles Development Project
Planning continues on the project, with environmental studies now underway. YWAM is still considering developing its remaining parcel south of the Soaring Eagles Development project and is speaking with N?’orwood Development about the possibility of planning residential lots. YWAM has agreed to allow the Spires to construct the debris dams on their property, share the cost of the dams in exchange for road access to their property.
Eckert Drug Project
The owner of the commercial parcel at the corner of Broadmoor Bluffs Drive and S. Academy Drive has proposed a zone change to allow the construction of an Eckert?’s Drugstore. The owner has proposed an entrance on Broadmoor Bluffs Drive opposite the Safeway entrance.
The City Planning Dept. is opposing the zone change due to traffic concerns on Broadmoor Bluffs Drive and to keep heavy commercial uses confined to areas east of Broadmoor Bluffs Drive. As of this date, no further developments on this application have taken place.
