Circle C Homeowners Association
Nominating Committee Questionnaire
ANSWERED BY CARL KERNODLE

Please take a few moments to fill out the following questionnaire. Thank you for your time.

1. What is your current relationship to Circle C Ranch?

My relationship to Circle C Ranch is as a member of the Association and Chair of the Deed Restriction Steering Committee.

2. If you are a resident, how long have you lived in Circle C Ranch?

My family moved to Circle C Ranch, two blocks from my in-laws, in October 2000. (Two years, five months)

3. Describe the extent of your past participation in activities of the CCHOA such as attending member meetings, public hearings, committee meeting or serving on committees.

I have attempted to attend every public meeting and steering committee meeting, which I was aware. Within six months of moving into the neighborhood, I was in contact with Board Members to see if my professional
experience would be of assistance to the neighborhood. In the spring of 2001, I actively participated in the Deed Restriction Steering Committee by developing a more comprehensive approach for homeowners? deed compliance reviews. The Board adopted this process change that fall.

4. What is your overall impression of Circle C Ranch?

I think that there is a strong overall since of community and ownership when it comes to those elements that make up the development, including Kiker Elementary, the Child Development Center, the Circle C Swim Center, the parks, and the common space.

5. What do you like best about Circle C Ranch?

My favorite aspects of the community include the emphasis on children, the quality of the natural environment, and the amenities provided. I have found
my neighbors very friendly with a willingness to help one another.

6. What is your business or profession?

I am the CEO/President of the full service architectural and consulting firm Kernodle Poellot Group, Inc. We operate under the DBAs of KPG Architects and
KPG Consultants.

11. What is your idea of the responsibilities of a CCHOA Board Member?

The Board has the responsibly to protect the health, safety, and public welfare of its residents, oversee the operational aspects of the community, and monitor/address the financial, regulatory, and environmental factors which may comprise our community.

12. What is your vision of a future Circle C and as a potential Board Member, how would you implement your vision?

My vision for our community is one where all our neighbors have confidence in the Board and "pride of place" where they live. Through diligent efforts, I will develop accessibility to the Board so the residents feel they have a voice. This effort does not mean that every resident will get their way but at the least they will be heard and responded to. As for "pride of place", through the efforts of the residents and the Quality of the Environment, they will not be shy to say, "I live in Circle C".

13. How much time do you have to devote to the CCHOA Board of Directors?

I understand that this can be a very time intensive effort to confirm and authorize the business of the Association. I expect that this effort fluctuates pending the needs of the community. I will make myself available when those needs require my attention. Currently, pursuing this campaign, my efforts have required in excess of twenty-four hours a week.

14. Have you ever been elected to serve on any other volunteer boards? If so, which ones?

Co-Chaired (with my wife) the Yard-of-the-Month Selection Committee for two years (1999 and 2000) in the historic neighborhood of Central Gardens in
Memphis, Tennessee. I was elected to the Memphis Chapter of the American Institute of Architects as Secretary in 2000. I served as one of three invited visiting jurors on the 2003 Arkansas Arts Council Public Art Implementation Grant Panel.

15. Have any lawsuits been filed against you or your business (if you are the owner of your business) in the last 10 years? If so, please list and describe them.

NO

16. Have you ever been convicted of a felony?

NO

17. Have you ever been a personal party to any lawsuit in which claims have been made against you of fraud, misrepresentation, deception, breach of fiduciary duty or a duty to disclose, misuse or misapplication of funds,
intentional misconduct or professional negligence? If so describe the claim and the outcome.

NO

18. Not used

19. Please write one paragraph about yourself and your goals as a Board Member that could be included with any nomination information published by the Nominating Committee.

Both state licensure and national certification for architects require that those professionals protect the health, safety, and public welfare of the public. This requirement also is the root of the responsibility of the Board of Directors. My primary goal of Community Safety is a cornerstone of my candidacy. This includes my training and my understanding of design principles, the Texas Accessibility Standards, and building/zoning regulations.

My second goal of maintaining and improving the Quality of the Community Environment also stems from my abilities as a design professional and working with developers, builders, and clients on projects with budgets that total over a billion dollars. My last goal of Board Accountability comes from my understanding that you, my neighbors, are my clients whom I am serving at this position. This goal requires that I gather the concerns of our residents and act on the behalf of the best interest of the whole community.
