Susan Hoover was a Bradley development employee for a number of years, until recently. She is also a past CCHOA board member. An auditor found, that as she was a CCHOA BOD, she also was one of the BOD that was being paid from the CCHOA Budget. The Auditors call that ''Related Party Interests''.
?• Susan Hoover (as Circle C Landscape) has the CCHOA Landscape Maintenance contract and the Landscape Repairs contract which will total $585,000.00 this year. Plus a portion of the Swim Center operational costs also pays her landscape company. Our BOD did not bid these contacts out, this was given to her. Susan does not have a landscape education.
?• Susan Hoover (as an individual) also has the CCHOA Review & Inspection services contract. She gave this contract to herself (read on).
?• Susan Hoover and Denise Nordstrom (as Full Circle Management) have the CCHOA Management Company contract. The BOD did not bid this contact out, This was given to them. Susan does not have any management education or experience. She has a BFA in art.
Susan Hoover and Gary Bradley are the only 2 Board of Directors for the Child Development Center. As someone we contract she is also involved in many committees, and she is the Safety Coordinator of the CC Swim Team, which is also a for profit company, half owned by a Bradley trust. Susan is also Administrative Contact for the Bradley Development website. Susan leases space that is owned by the CCHOA, 5919 La Crosse Ave., apparently for free.
Susan is not an Architect, those who profit from Review & Inspection services elsewhere are always Architects. She keeps 85% of the money she takes in on behalf of the CCHOA for this service. She is hired by the Architectural control committee which is made up of? 3 people. She is one of the 3 and has hired herself for this service.
The BOD has given the ''Brand'' of Circle C, the logo and the name to this contractor, why is that? Why does Susan Hoover want you to think you own the Circle C Landscaping Company? Why do they collect Christmas bonuses for the workers from Residents here? Shouldn't Susan pay her own employees Christmas Bonuses?
SUGGESTION: We need a budget committee. We need to bid out every service we have, we need experienced professionals to competitively bid on our services (a sealed bid process).
