CITY HEIGHTS AREA PLANNING COMMITTEE

 

Draft - Minutes of December 7, 2016

 

1.  Chairwoman Patty Vaccariello called the meeting to order at 6:30PM.  Fartun Adan, Sandra Alvarado, Kelvin Barrios, Krista Berry Ortega, Russ Connelly, Erick Diaz, Kenton Finkbiner, Kindra Green Carson, Tuan Luu, Taylor McDonald, Mazda Mehraz, Juan Pablo Sanches, Andre Sanz, Jessie Sergent, Terry Stanley, Patty Vaccariello, Abdullahi Yusuf, and Jim Varnadore were present.  Ken Grimes, Mark Kassab, and Marc Munic, were absent.

 

2. Russ offered, Jessie seconded a motion to adopt the agenda.  The Committee voted 16/0/0 (chair not voting) and the motion passed.

 

3.  The minutes of November 7, 2016 were reviewed and adopted.

 

4.  There was no public comment.

 

5.  There was no staff comment.

 

6.  Taylor, Tuan, Mazda, Kenton, Kelvin, Jim and Patty offered committee comments. 

 

7.1 There were no speakers recommending priorities that the Committee might adopt on behalf of the community.

 

7.2 Maureen Gardiner from the City Planning Department offered a presentation about the project to make El Cajon Boulevard a complete street between Highland Avenue and 50th Street.  There was a long discussion about the project.  The members and the audience asked many questions and offered several suggestions for improvement.

 

7.3Taylor, the Election Sub-committee chair reported on the status and progress of the 2017 election.  The Chairwoman called for one volunteer to serve on the Sub-committee.  Andre volunteered and was appointed.

 

7.4 The Chairwoman introduced the topic of an all-way stop suite to be installed at Cherokee Avenue and Polk Avenue, that the City intends to install.  There was a discussion about whether Cherokee/Polk has a traffic problem or, possibly, Cherokee/Orange is the more dangerous intersection and is in need of better traffic control.  After discussion, Russ offered, Tuan seconded a motion to recommend that the City reconsider whether Cherokee/Polk is a source of danger and consider Cherokee/Orange instead for traffic control.  The Committee voted 16/1/0 (chair not voting) and the motion passed.

 

7.5 The Committee reviewed and discussed two candidate logos for adoption as the committee logo.  After discussion, Kenton offered, Kindra seconded a motion to adopt one of the logos.  The Committee voted 16/1/0 (chair not voting) and the motion passed.

 

9.  The meeting was adjourned at 8:20PM.

Minutes of November 7, 2016

 

 1.  Vice-Chairwoman Krista Berry Ortega called the meeting to order at 6:32PM.  Fartun Adan, Sandra Alvarado, Krista Berry Ortega, Russ Connelly, Erick Diaz, Kindra Green Carson, Mark Kassab, Tuan Luu, Taylor McDonald, Mazda Mehraz, Andre Sanz, Jessie Sergent, Terry Stanley, Abdullahi Yusuf, and Jim Varnadore were present.  Kelvin Barrios, Kenton Finkbeiner, Ken Grimes, Marc Munic, Juan Pablo Sanchez, Samuel Supranovich and Patty Vaccariello, were absent.

 

2. The Chairwoman noted that item 8.1 of the draft agenda would not occur, that the presenter has asked to be excused.  Russ offered, Jessie seconded a motion to adopt the amended agenda.  The Committee voted 13/0/0 (chair not voting) and the motion passed.

  

3.  The minutes of October 3, 2016 were reviewed and adopted.

 

 4.  Maria Cortez reported that a hookah lounge on El Cajon Boulevard has applied for an ABC license.

 

5.  There was no staff comment.

 

6.  Jessie, Andre, Taylor, Tuan, Terry, Sandra, and Jim offered committee comments. 

 

7. Russ reported that the CPC agenda included nothing of interest.  The Chairwoman noted that there was no mid-month meeting.

  

8.1 One resident of City Heights spoke about priorities.  She noted street lights and potholes in the streets.  She particularly recommended a traffic signal at Altadena/El Cajon Boulevard.

  

8.2 The secretary reported that the incumbent of Youth Seat-2017 had missed four consecutive meetings and explained the bylaws position that four or more absences constituted an empty seat.  Russ offered, Sandra seconded a motion to declare the Youth Seat-2017 vacant.  The Committee voted 14/0/0 (chair not voting) and the motion passed.

 

 8.3 The Chairwoman asked for volunteers to the Election Subcommittee for the 2017 elections.  Sandra, Fartun, Taylor, and Russ volunteered and were appointed.

 

 8.4 Canceled. 

 

 8.5 Byron Wade and Josh Johnson, representing the contractor, reported the progress and status of the sidewalks and street lights in Colina Park, and the status of a new sidewalk on Euclid Avenue.  The committee asked questions and briefly discussed the matter

  

9.  The meeting was adjourned at 7:15PM.
