Timothy M. Pape was first elected to represent Fort Wayne’s 5th District on the Common Council in November 1999, and was reelected by a wide margin of votes in November 2003.
Tim is currently co-chair of the Common Council’s City Utilities Committee, and serves on the Board of the central City Housing Trust Fund, and Housing and Neighborhood Development (HANDS).
Tim is working to bring economic development to the central and south city areas, which make up the 5th District, and is advancing initiatives to reduce crime and increase home values in the 5th District.

In his desire to be available to all Fifth District constituents, City Councilman, Tim Pape has announced weekly office hours in the City-County Building. Persons living in the Fifth District can call the City Council Office to set up a private meeting with Councilman Pape on Tuesdays from 1:30 to 4:30 p.m. The City-County Building is located at One Main Street, across from the Allen County Courthouse. Parking is available in the attached garage accessible from both Calhoun and Clinton.
To schedule a meeting with the Councilman, call the City Council Research Office at 427-1445. Your name, address, and specific concern(s) will be noted. Each constituent will be scheduled for a one-half hour meeting unless it is determined that more time will be necessary.
The meetings will be held in the following rooms in the City-County Building depending on which Tuesday of the month on which they are scheduled:
1st Tuesday – Omni Room, 2nd Floor
2nd Tuesday – 9th Floor conference room
3rd Tuesday – 2nd floor, Room 290
4th Tuesday – 7th floor conference room

The City Council maintains an office which is staffed by the Legislative Research Assistant who is responsible for doing research on ordinances and resolutions, communications such as news releases, news conferences, and correspondences. The staff person also produces the weekly television program "Council Call In" seen on City TV cable channel 58, where host council members discuss current issues before City Council and field phone calls from the public. The Research Assistant serves as a liaison between citizens and neighborhoods to provide follow up on concerns and complaints.
