HOAFE meeting minutes - 7/26/12

 

  1. The Homeowners Association, Falcon Estates (HOAFE) General Membership Meeting was called to order at 6:30 PM, on Thursday, July 26th, at the Falcon Police Sub-Station, 7850 Goddard Street by Matt Kasper, Pres HOAFE.  Board Members (Matt, Sheila, Todd, Robert and Tom) set up between 6:00 and 6:30.  Sheila and Todd signed in attendees, verified membership and dues and distributed Garage Sale literature.  Sheila  purchased cookies and water as refreshments for the HOAFE and Tom provided balloons for Garage Sale participants.

Christina Randall: Wildlife Mitigation Section Manager

Provided fire safety/mitigation tips:   

  • For areas with heavy pine needles: Suggested to keep a minimum of  4” deep of pine needles on your land
  • Wetting down roof during a fire will only be effective for 25 minutes
  • Need 12 neighbors for free curbside chipping service – no openings until after November, 2012.   Frank McCann volunteered to drive this chipping event /service on West side of FE.    
  • Fire service will do a free burn assessment of property
  • Things to help firefighters: Leave when the danger is apparent, if you see smoke/fire then leave. Get out in a timely manner.  Conduct a mitigation assessment, have an evacuation plan. Identify what you want and need to take in case of evacuation.  Be prepared.
  • Fire Mitigation information/packets are available at Fire Stations.
  • NOTICE:  FE Meeting with full presentation on Fire Mitigation, along with handouts, to be held on Thursday, August 9th at 6:30 at the Falcon Police Sub-Station, 7850 Goddard Street.  All members welcome

 

Angela Doogan:East Side Council Representative

Additional Fire Safety info/tips:

  • Consider/limit phone use during fires.  Consider texting or other means to communicate with family.  Leave lines open for evacuation notifications, etc.  Phone lines were tied-up, limited bandwidth during recent fires. 
  • Related personal story on fire assessment and her steps to prepare for possible evacuation.
  • Consider having copies of your important papers at offsite locations, in storage areas, etc.
  • Consider/know how to open your garage if the power is cut off
  • Angela gave kuddo's regarding our strength as an HOA and the support we have.

UPCOMMING Major Events:

  • August 8th meeting from 5:00 – 8:30 p.m. at UCCS concerning future of Memorial Hospital.  Ballot vote on 8/28/1.  Additional info on Coloradosprings.gov website. This will be a vote of the people. Considering 40 year lease to UCH or keep it as is.  If leased, foundation will be set-up and $75m will sit in an account for 5 years to help the less fortunate. They will also invest the money for the PERA commitment.
  • Elections in November for 6 open position on the City Council
  • November Election

Scott Hente ??? TITLE : Based on his experiences with the Waldo Canyon Fire: Suggest getting to know your neighbors…. talk with your neighbors.  Talk matters/issues out together.  Help each other out, watch out for one another.  Let people know if you need help

 

 

6. HOA AGENDA: Matt Kasper

  • Need filing 2 membership and ACC representative for East Side.  Currently have 2 ACC members for West Side.
  • Complaints regarding Sam’s Club/Home Depot weeds/maintenance.  These areas are the responsibility of Sam’s Club and Home Depot.. will monitor situation. 
  • Development Trash Pick-up:  Complaints regarding time of pick-up.  This was addressed with the vendors and appears to have been corrected.  Please advise if further issues/
  • Discussed weddings and signs at Muhr building.  No identified regarding noise for wedding, parties, etc.  Complaints regarding the Muhr building sign.  Addressed, is lower than top of roof, city says they met code requirements.  No further action to be taken.   
  • Milner Health Care Facility: No known permits pulled, not transactions, no activity on request for assisted care home.  Will continue to monitor
  • Wildlife:  Bears, Coyotes, Bobcats, Deer:  Bear sightings all over west side, be aware.   Don't feed the wildlife, don’t try to pet them, be diligent and safe.
  • Woodmen Widening, Next Phase:  Angela Doogan talked about the problem at Woodman and Union, several accidents due to people crossing the yellow lanes to turn left on Union, the new traffic pattern will allow a smoother traffic flow. Will happen in fall, striping should start sooner.  Also concerns regarding people turning on Stinson and excessive speeds.  One of the neighbors asked for police presence during rush hour. Angela Doogan noted that there are only 15 officers available and we are not in the top 100.   Angela will request police officers to cruise through the neighborhoods to observe traffic offenders as opposed to traveling on Academy and/or Woodman.  Widening will be done in stages/chunks.  1st phase is Woodman to Lexington. Then all the way to Powers.  Estimated start date this fall.
  • Neighborhood Appearance:  Property values have declined based on foreclosures and the upkeep of the homes and yards. Offered to help individuals who are a little older and may not be able to clean it up.
  • Garage Sale:  Community Garage sale will take place on August 3rd and 4th from 8:00 am to 5:00 pm.  Fliers were handed out during the meeting.  Information regarding this event will be posted in the local newspaper and on Craigslist.  Suggests individuals place balloons (provided at the meeting) on their mail boxes to designate their participation. 
  • Newcomer Baskets have been developed and distributed for all new FE residents since January, 2011.   Baskets contains general household items, HOA literature, contact info, covenants, and store coupons.  We will continue with this practice by delivering a Weldome basket to each new resident in the community.
  • Fuller Road, East Side and West side Speed Limits.  There are different speeds in the various neighborhoods, still being addressed. 
  •  Consideration of sidewalks on Union, possibly for safety reasons.  Needs to be reviewed and considered further, especially with Woodman widening efforts.
  • Exceptions to Covenants :  Several request for Chickens and other farm animals in the neighborhood.   Basic consensus is that the Covenants say NO chickens.  It was noted that if we make an exception for one, then we have to make it for another… there would be no end to it.  So NO exceptions/chickens or other farm animals. 
  • 2013 Board Elections/ open seats – Need volunteers to serve on the Board in 2012/2013.   Called for a nomination on filing 2, or those interested in serving. Jeff cooper(new resident) volunteered.  NO East side ACC nominations.

Open discussions:

  • Question on number of fire hydrants and how often they are checked
  • Quality of roads: Chip & Oil/ grass growing in cracks.  Angela sent email to address this matter
  • Curbs in neighborhood: NO
  • Request to see number of members compared to number of homes in FE on future minutes
  • Clean out of water gutters/poor drainage:  Matt to get a hold of the street department to see what can be done.
