The Far Northwest Coalition (FNWC) met for its regularly scheduled
meeting at the Northwest Library. Members present of the FNWC Board were
John Best, Ann Brodeur, John Murley, Mark Seeger, Ed Kromer & Rich
Herner.

John Best opened the meeting at 7:00 p.m. and gave updates on several
issues, including code enforcement and parkland in the area. He reported
that City Council member Kevin Boice would attend the next meeting to
talk about
parkland. Best also spoke to the issue of the algae problem in the
Billingsley basin, the phases of the Hard Road project and the traffic
calming efforts to begin shortly on Sawbury.

Dick Brahm presented to the FNWC a zoning text amendment for the BP
station located at 7310 Sawmill Road. BP has merged with Amoco and they
are in the process of changing logos and company colors. The request, as
directed by the city staff, is to amend the language in the current
zoning text to substitute the new colors for the subject property. There
will be no change to the property at all, other than the colors & logo on
the canopy and buildings. The current green will be replaced by a pearl
type color on the canopy and some of the buildings. The store building
will be predominately green in color and the old BP logo will be replaced
by a starburst type symbol.

Jack Reynolds presented a graphics variance request for the Germain Ford
property located at 7250 Sawmill Road. The request was to change the
language and size (smaller) of some of the existing signage on the
property. In addition, they requested that the 36 foot high sign facing
Billingsley Road be moved over to front on Sawmill Road for better
exposure. The new sign would be basically the same height. The main
reason for the request is the fact that the property was originally built
to face Billingsley, which was projected to become a major street.
However, Sawmill has become a main
arterial and the owners would like to position their signage to allow
more visibility from Sawmill Road than Billingsley. Overall, Reynolds
said they would have the same number of signs as currently on the
property, with less square footage than permitted and less than that
currently on the property.

Max Holzer discussed with the group the property located at 7140 Linworth
Road, to be known as Foster's Woods. The request is to change the zoning
of the property to PUD-4 to allow 40 homes to be built on the 10-acre
site. This matter had come before the FNWC at the last meeting and was
tabled for additional information and to allow time for the developers to
meet with some of the adjacent property owners to work out screening and
setback concerns.
Holzer reported that they had met with the residents in question and the
concerns had been satisfactorily worked out, other than with the owner
immediately to the north of the project, fronting on Linworth Road. The
individual was present and the discussion centered on screening and the
setbacks. The property owners' home is only 6 ½ feet from the property
line and the proposed project has a home situated only 10 feet from the
line. The adjacent property owner requested something in writing from
the developer concerning the screening, landscaping, etc. that would be
made in that area but Holzer did not seem able to do that at this time.

Bill Halley presented a request to rezone acreage located at 6208
Thompson Street (Linworth area) from rural residential to R2 to subdivide
the land into 8 building lots, along with the 3 current homes in the
area. Halley said the homes to be built would be in the same general
size and character as the homes currently there. He said water and
sanitary sewer facilities would be available. The concern was that the
plot plan he presented had a setback problem with the way the ingress
street was laid out. He said it would have to be reworked to allow for
the proper setbacks & he would lose a building lot if necessary to get
the setbacks correct.

Upon motion and second, the FNWC voted to support, as presented, the
graphics amendment for the BP station located at 7310 Sawmill Road.

The FNWC board then had a lengthy discussion concerning the graphics
variance request from Germain Ford and the property located at 7250
Sawmill Road. The FNWC then passed a motion of non-support for the
Germain Ford graphics
package as presented; the group feeling that the request set a bad
precedent to add additional signage along the northern Sawmill Road
corridor as well as a concern over the height of the sign to be moved to
the Sawmill Road side.

The FNWC then passed a motion of conditional support for the zoning
change request for the property located at 7140 Linworth Road, to be
known as Foster's Woods. The conditional approval is contingent upon a
written agreement being completed for landscaping and buffering to the
Ken and Jane Adams property.

The FNWC tabled the request to rezone the property located at 6208
Thompson Street, pending additional information concerning the layout and
associated setbacks for the proposed development.

There being no further business to come before the FNWC, the meeting was
adjourned.
