Minutes September 2012 Meeting

Minutes from 11 September 2012 virtual meeting for Five Points Owners Association

Meeting was brought to ORDER at 6:30 pm.

Minutes from 14 August 2012 meeting read and approved.

Old Business:

During the August meeting, the President Anya Davis, the Vice President Jeannine Reetz and the Chairman of Committees Dr. Lee decided they needed to go forward and re-register the organization with the Department of Development Services at the instruction of Lincoln Avant, intern in the District 1 Councilman's office. He said this after the HDRC meeting on 18 July 2012. that the Five Points Owners Association had to be re-registered ASAP.

The VP and Chair had tried numerous times during the past year to contact Ms. Loretta Olsen and Mr. John Osten, both Senior Planners in Development Services, for the requirements for re-registering the organization. The calls to Ms. Olsen only went to voicemail each time and were never returned. It turned out she was on leave but no one had forwarded, changed or reassigned her City of San Antonio telephone number.

Recruitment

We are launching a new recruitment drive. Many neighbors have voiced their concern about being unable to physically attend meetings because of prior commitments. Therefore, we are trying a virtual meeting via Facebook for the September meeting and will incorporate it with a conference call with up to 200 participants for the next meeting. The use of Facebook will allow neighbors to access information about the organization at their convenience. It will also more fully allow participation. These steps along with maintaining an organization-focused email account will allow consistency during transitional times of the organization. This also is the “greenest” alternative currently available. Saving our community from the gas emissions from driving to and from a meeting spot and by not wasting paper unnecessarily.

New Business:

Moratorium

According to Historic Preservation there is a moratorium - or Stop Action - on any applications for new building permits until such time as Historic Preservation is in place. The general purpose for this is to prevent any more of our historic homes being pulled down in Five Points.

Safety & Security

The neighborhood is still being seriously impacted by the homeless. There appears to have been an increase in criminal activity including disturbances in the neighborhood. Most of the problems appear to be related to the homes that are owned by absentee owners who are renting the residences to criminals. SAPD knows exactly where these locations are and have designated these areas as “HOT SPOT.” They assure us that they will be doing their utmost to get control of these problems and for all law-abiding neighbors to remain vigilant and be sure to call in the moment we feel there is a concern.

We have also been asked to contact each absentee owner and arrange meetings with our representative from SAPD. We have also been asked to call in all code compliance issues relating to the absentee owner properties until such time as the properties have been brought into compliance. If you are in anyway concerned about calling in these compliance please do not hesitate to call your association and discuss your concerns with them.

Historic

On October 2 at 1 pm there will be a zoning commission hearing concerning historic designation. We encourage our members to attend this meeting.

The Zoning Commission hearing location is in the Board Room at 1901 S Alamo Street.

The President of Five Points stated that she appreciated all of the hard work of our officers and committee members and thanked all for attending our meeting. As well, she said to please feel free to email any comments or concerns.

Meeting adjourned at 6:55 pm
