FHC Service Corporation ?– Minutes from Board Meeting
December 7, 2005
Attendees: Chip Irons, Hal Moretto, Denise Heath, Wendy Stearrett, Don Wilt

Next Community Meeting ?– Wednesday, January 25th, 7:00 p.m., at the NCC Police Barracks. (across from Grotto Pizza)

Snow Removal Reminder to Community: We are reimbursed for snow removal by the county if snow accumulation is greater than four inches measured at the NCC Airport. If the snow fall accumulation is less than four inches the Board will use good judgment to determine if plowing will be necessary, taking melting and refreezing issues into consideration.

2006 Assessments
?· This year?’s assessment will be $165 per household.
?· The money will continue to be used to maintain and insure FHC property.
?· The $25 increase from last year is to address the recommendation that we have at least one year?’s expenses in reserve.

Stormwater Amnesty Program
?· Stormwater pond inspections should be coming soon.
?· Some repair is required.
?· This will be an added cost this year to do minor repairs.
?· We also need to send in our application for the amnesty program.
?· We will submit the application after we receive the inspection.
?· We also need to keep a log for the county.

Treasurers Report
?· Income & Expense Report is attached for 1/1/05 through 12/6/05.
?· Current balance is $7,843.27.
?· Chip to call our attorney regarding two residents who have not paid to determine further action. (placing liens on property, etc.)
?· Snow removal for last year was $4,500 for FHC.
?· We believe we have enough for this year but time and weather will tell.
?· Reminder - we have to pay for all snow removal up front and get reimbursed at a later date.
?· Chip got us two sand barrels from the county, one located at each entrance.
?· Thanks to John and Brenda McFoy for allowing location of barrel adjacent to their property.
?· SPECIAL REQUEST: During slippery freezing conditions, if you are one of the first people exiting our development before the exit is salted, please stop at the barrel and spread some sand to improve traction for everyone. Thanks neighbor!

Deed Restrictions
?· Reviewed by-laws and discussed at great length what to do about violations to the deed restrictions.
?· The outcome was they will only be addressed if a neighbor complains. (similar to county?’s procedure)
?· Complaints should be in writing to FHCSC, 560 Peoples Plaza-117, Newark, DE, 19702.
?· We did not think that anyone should ?“police?” the community on the deed restrictions.
?· We will again be sending out the deed restrictions to all residents in 2006.
?· We will include a form that is required when adding structures to the property to get Architectural Review Committee (ARC) approval.

DelDOT Reimbursement for Route 15 Right of Way
?· Choptank Project is back on and DelDOT wants to finalize paperwork to pay FHCSC for narrow strip between road and dry pond.
?· Chip discussed proposal with our lawyer who recommends not getting second appraisal.
?· Chip to check with county on issue around necessary open space required for the community to contain.
?· Chip waiting for something in writing about required open space.
?· Hal suggested we ask about the Ernest Drive right-of-way owned by DelDOT that leads to the large open space. Would they consider a trade? We need to discuss with adjacent property owners and DelDOT.
?· New Delmarva contact is Vince Jacono ?– Chip has asked for information in writing regarding no changes to our electrical poles and voltage.
?· Bethany talking with Wheatland residents about voltage addition to existing high tension wires.

Board and ARC Positions
?· FHCSC position of Director remains unfilled.
?· President ?– Chip is on the fence for next year.
?· Vice President - Hal offered to continue.
?· Treasurer ?– Denise is on the fence for next year.
?· Secretary - Wendy is willing but prefers another person who can contribute more time.
?· ARC positions are available.
?· Don Wilt with ARC for three years now.
?· Jay Scout & Bill Buckley with ARC ?– will they continue?
?· We need folks to speak up if interested in serving on the FHCSC Board or on the ARC.
?· If no one offers should we offer free assessments for board members? Or should we turn it all over to a contract group for an additional ~$80.00/year/household which still requires a local board.
?· Should we have a Civic Association?
?· A Civic Association may decrease cost of suing two neighbors who have not paid their assessments. May also assist with strategy on how to handle deed restriction issues. See above.

Personal Injury
?· Please caution children who may play around tree line.
?· A neighborhood girl broke her ankle in a hole in tree line near Ernest Drive. Hole is on FHC side of the farm, however, it is part of the right-of-way owned by DelDOT.

Stripes for Basketball Court
?· BB Court was recently resealed, which covered up white lines.
?· For repainting of white lines, Chip to contact Liberty Parks who previously supplied replacement swings and playground mulch.
Route 301 Project
?· Just an FYI.
?· There is a petition from a conscientious neighbor for the Yellow route which is the route furthest away from Fox Hunter Crossing.
?· We encourage neighbors to attend the workshops and to visit DelDOT?’s website www.us301.org.
?· For example, according to their following Public Workshop link for Traffic www.deldot.gov/static/projects/us301/pdfs/dec05/no06-traffic.pdf, by the year 2030 the projected traffic on Choptank Road (Rt. 15) will be:
o 12,800 vehicles per day if the Yellow Route is chosen.
o 5,300 vehicles per day if the Purple+Spur route is chosen.
o 5,100 vehicles per day if the Brown route is chosen.
o 5,100 vehicles per day if the Green+Spur route is chosen.
?· DelDOT strongly encourages survey responses in writing or via their online web site by January 23, 2006.
?· After 1/4/06 you may also visit the DelDOT Rt. 301 project office at 723 North Broad St., Middletown Square Shopping Center. Office hours are: Monday 10 a.m.?–2 p.m.; Thursday 3-7 p.m.; Saturday 9 a.m.?–1 p.m.
