Meeting minutes from March 15 general Membership Meeting

The March 15, 2001, General Membership meeting of Gaffney Lane Neighborhood Association (GLNA)
was called to order by Chairman,Derrick Beneville at 7:05 PM. Twenty-nine people were in attendance. The following is a summarized version of the minutes:

Speakers:
* Barry Rotrock, Superintendent of the O.C. School District gave an update on the changes coming to Gaffney Lane once school is out in June. This included half street improvements to be made in front of the school on Gaffney Lane. He also provided information and drawings of the new High School.
* Pat Ferrell who is with the McLoughlin Memorial Association (the Board that runs the John
McLoughlin House & Barclay House) spoke on the Measure 3-38. The measure on the May ballot
would grant the National Park Service a property interest in the homes so the NPS could manage and
maintain them. It would allow the City to still own the land the homes sit on.

Announcements:
* Derrick Beneville gave an update on the GLNA web site.
* The City wide Clean up and the GLNA clean up is going to be held on April 21st.
* GLNA Garage Sale will be on May 19th with a plant sale fundraiser to be held Saturday, May 12 at a home on the corner of Gaffney Lane & Berta.
* Derrick Beneville reported on the Abernathy Creek bridge improvements that are being worked on.

Unfinished Business:
* Neighborhood Community Project: we have had a bench donated by Berry Park Retirement Center on
Gaffney Lane to be installed along the sidewalk on their property. It is being placed for the many walkers in the neighborhood as a place to stop and rest.
* Treasurer?’s report: Checking account balance is $88.49, Savings account balance is $394.17 for a total of $482.66. A motion was made to approve the report as read and passed.
* Land Use issues reported include: the final City staff report on the Miller Paint application.
* Chief?’s Advisory Update: we still need a representative to attend.

New Business:
* There was extensive discussion on the re-opening of the pathway connecting Meyers Rd. to
Castleberry Loop. First, the Chairman read a letter written by Kitsie Parkinson, principal of Gaffney Lane, to Mayor John Williams requesting the City look at re-opening the easement for kids walking to school. Next, both sides of the issue were brought forth, including info received via telephone calls and e-mails to the Chairman. Finally, a vote was taken resulting in a 33 to 2 decision to not re-open the path. The Chairman will forward a letter to the City Manager. (see page 6)
* The next meeting will be held May 17, 2001, at 7:00 PM at Gaffney Lane Elementary School.
* Meeting adjourned at 9:00 PM.
