What appears to be the facts in this case.

A Wal-Mart will improve the area on Philips between Emerson and University.

It will spark additional service stores that do not compete directly with Wal-Mart.

It will encourage restaurants to locate close by, trying to capture the Wal-Mart customer traffic.

For the property owners and city, it will increase the land values on this stretch of Philips.

With an increase in value, land uses would change for the better.

The additional auto traffic will impact the residential communities. This would be the areas east of the Wal-Mart site in Englewood and the areas west of the railroad accessed via Reba.

A connection of Turner to Philips and a closing of Clinton would provide a solution for Englewood.
