Call to Order and Welcome

Mark Lewis called the meeting to order at 6:58 p.m.

Certification of Quorum

Dawn Tunny verified quorum had been met for Board members in attendance for a valid Annual Meeting.

Report of Officers

Mark Lewis ?– President

Mark Lewis reported the accomplishments of 2005 and the plan for 2006. He spoke of the SRP Mitigation improvements, the plans such as trees still needing to be planted from the SRP Mitigation, the improvements that had been done by the Developer, and stated the Association had won $40000 cash for the settlement with the Developer in addition to the repairs being completed. Also, he reported the Town of Gilbert would also be doing some landscape repairs to Greenfield and Warner from when the road was widened, and that soon the community walls will be repaired and painted. It was reported that a traffic light would be installed at Greenfield at Knox

Helga Stafford ?– Neighborhood Services Annual Meeting

Helga Stafford informed the homeowners in attendance of the different types of services that are available from Town including new resident socials, Congress of Neighborhoods, and Arbitration/Mediation services to help mediate neighbor disputes. She stated the bottom line to avoid conflicts is to get to know your neighbor on all four sides of you.

Betsy Klopp - Financial Report

Betsy reiterated that the laws had changed regarding voting at Annual Meetings. Voting for Greenfield Lakes must be done by mail or in person. No proxies are allowed. She reported that one candidate, Jodi White, had been written on the ballots that were mailed out, and that there were also 5 write in candidates. Of the five, only one was in attendance.

She said that the Association currently has $84,721 in their checking account, but there was also $330,000 in Reserves, which could be used for expenses that come up that were not budgeted. There are also cd?’s at no risk. The Board expressed that the delinquent fees had dropped from $80,000 four years ago, to currently about $6000. She also reported that Parcel 6 has their own sub account since they are like an isolated island in our community.

She stated that currently, the Association is over 100% funded. She offered to let any homeowner come in to PMG?’s office at any time to review this financial information.

Committee Volunteers

Mark Lewis reminded the homeowners that there were always openings on the different committees for anyone interested in participating in the community such as the Architectural Review Committee or the Landscape Committee.

Introduction of Candidates, Tally Ballot Votes, Election Results

Betsy Klopp then verified that there were enough ballots to have met quorum, so the Association could have a valid election. Since Gladys Sublett was the only write in candidate in attendance, she introduced herself to the attending Homeowners. Gladys said she has lived in Greenfield Lakes since 1998, and is now a retired School Teacher. Betsy Klopp then gave the results of the ballots with Jodi White receiving 63 votes, and Gladys Sublett receiving four votes.

Mark Lewis made a motion to accept Jodi White?’s and Gladys Sublett onto the Board. Karen Whiting seconded the motion, and the motion passed unanimously.

Open Forum for Homeowner?’s Question/Concerns

There were many issues brought up by Homeowners that they would like the Board to address:

1) Maintenance of the greenbelt and playground equipment such as doing repairs and removing graffiti on a timely basis, and fixing or replacing equipment such as the tetherball.

2) The idea to add another basketball hoop to the basketball court was mentioned.

3) Concern over the walkway to the upcoming dog park south of Knox was addressed. Mark told the Homeowner that the Town of Gilbert maintains this walkway.

4) Speed bumps on the streets by Greenfield/Knox were suggested due to the increased traffic that will come with the water park. It was agreed that the increased traffic could be an issue.

5) Questions were raised over what exactly the Management Company oversees. Betsy reported that she takes care of violation letters, the fine procedure, collections, keeping track of financial data, and overall managing our account for making sure bills are paid, maintenance and repairs being done, and obtaining bids to help the Board make timely decisions.

6) Rentals were discussed, and Betsy informed the Homeowners, that although Homeowners are supposed to report if their property is a rental, many do not. Some asked if this could be changed. Betsy told the homeowners with this concern to call her at work at PMG and she will look into it.

7) Section 8 System was discussed. Many people were concerned over hearing that some of the houses in Greenfield Lakes were now designated to become part of Section 8, which is designed to help support poorer people who can?’t otherwise afford housing. Betsy reported that this is a federal program.

8) Some people complained of civil issues such as barking dogs, neighbors using vulgarity, being confronted by neighbors, etc. Mark Lewis told them to call the Neighborhood Service?’s Citizens on Patrol or Crime Watch programs, or to report their complaints to the Town of Gilbert?’s Code Enforcement to take care of these issues.

9) Concern over what steps were taken to find violations. Betsy informed the Homeowners in attendance that she does a drive by inspection every 2 weeks. Some felt that inspections were not done often enough, and asked what could be done if they saw a violation. Some said they knew of people that had RV?’s or commercial trucks that were not there during the day, but were parked in their driveways every night. Betsy told them to call her if they see violations, and she will make a point of trying to watch for them.

10) The issue of whether wildflowers are allowed in front yards was discussed. A homeowner said she receives notices for weeds when in fact they are wildflowers. Betsy was told that the Town will get involved with the weeds when the weeds are high enough, but told the homeowners this is the time of year when many weed violation letters are issued.

11) Concern over people piling up bulk trash when it is not the proper week was mentioned. The Board told them that they had sent out reminders in addition to the Town sending out the change of week notice. Greenfield Lakes bulk trash pickup is the week of the third Monday of the month.

12) The growing number of rental properties was discussed, and some homeowners wanted to know what it would take to get the rules changed to prohibit the rentals. Betsy told the homeowners to call her at PMG and she would give them the proper procedure to follow. The homeowners wanted to know if they could get the information from PMG for which houses were rentals. Betsy said she would have to look into whether this information could be shared.

13) The batting cage issue was brought up and Dave Rossiter wanted it on the record that he is not satisfied with the Board?’s ruling on allowing the Gray?’s to keep the cage. Helga Stafford recommended we use the neighborhood services Solve It to get mediation to help come up with a satisfactory answer.

14) Yard landscaping not being completed, or completed with just rocks without any plants was discussed. Betsy said she would have to look into what the original rules were.

15) One Homeowner felt that the Landscapers were too zealous with the trimming of the trees and shrubs. She felt a more natural look was not only more attractive, but would help our plants to get fuller and more mature looking if a less aggressive approach was taken with the landscaping.

With no further business to be brought in front of the Board, the Annual Homeowner?’s Association Meeting was adjourned at 8:25 p.m.
