Others Present: 5 Homeowners ?– Dan Reno, Joan and Robert Hart,Jim Nolan and Karen Kemp

Call to Order and Certification of Quorum:

Dawn Tunny certified that quorum had been met, and Mark Lewis called the meeting to order at 7:01 p.m.

Agenda Review

The agenda was made flexible to allow homeowners to bring up issues and ask questions.

Architectural Requests

647 S. Roanoke ?– This request was to add slate to the front of their home, and also to change the landscaping in the front yard to artificial grass. This was denied until the homeowner can provide samples of the slate and grass he wishes to use with a detailed plan.

2680 E. Sherri ?– This request was to install a low retaining wall along the hillside in their front yard. This item was approved.

2560 E Estrella ?– This homeowner wishes to install a permanent flagpole in their front yard. This request was denied. If they wish to have a flagpole, it must be mounted on the garage.

1075 S Parkcrest ?– This request was to add a play set to their backyard. They did submit approvals from two of their neighbors, but they must provide feedback from the other neighbors by them, and the play set must be 2?’ from wall and be removable.

Play Structure ?– Roanoke

This concerns Lot #100 ?– they had requested adding a play set to their backyard in December. They were told they needed to obtain their neighbor?’s approval. This was not done and the play set was installed anyway. The Board asked Betsy to contact the homeowner and tell them they must either obtain the neighbors approvals, or remove the play set.

Review of the December 2005 Meeting Minutes

Mark Lewis made a motion to approve the December minutes. Collette Reno seconded the motion, and the motion passed unanimously.

Review of the December 2005 Financial Statements

Betsy Klopp reviewed the financial statements and invoices since Karen Whiting was absent. Betsy felt they look good and everything seemed to be in order. The Association?’s delinquent accounts are down to $6000 from almost $52000. Mark Lewis made a motion to approve the November Financials and invoices, Collette Reno seconded the motion, and the motion passed unanimously.

Old Business

Rental Update

Management is currently updating the files of those homeowners that have provided rental information. So far about 40 homeowners have responded with information. About 20 have not replied as of yet. Betsy will follow up and resend letters to the 20 that have not responded. The leases will be recorded and filed in each homeowner?’s lot file.

The homeowner at 1324 Portland has still not completed their wall on Greenfield, but they could not paint because the wall was wet from the sprinklers. Terry from AAA is adjusting the sprinkler heads so the fence will not continue to be wet. The fence should be dry and completed by next month?’s meeting.

The Board discussed an action plan for what to do for homeowners damaging their walls due to over watering or backwashing. The Board asked Betsy to get advice from the lawyers as to what should be done in these cases. We?’d like their opinion on how the letter notifying the homeowners should be stated, how can we enforce the issue, what to do if the over watering continues, etc.

New Business

Water Park

A homeowner, Mr. Rob Styler, called PMG with his opinion that the proposed Water Park at Knox & Greenfield will negatively affect Greenfield Lakes. He wished the Board to take a stand on the homeowner?’s behalf. The Board agreed this is not a Board issue, but an individual homeowner request. Each homeowner is free to go to the Gilbert Town Council meeting Tuesday, January 24th at 7 pm to see the proposed plan, review the study that was done on how the park will affect traffic and parking to the surrounding neighborhoods, etc.

Annual Meeting

With the recent changes in the law regarding voting at Annual Meetings, the first meeting notice will have to go out in the month of February (60 days prior to meeting). The initial notice will announce the upcoming meeting and explain the new laws. Included with the notice will be a candidate form with instructions. The second notice should be sent out three weeks prior to the Annual Meeting date, and will officially announce the meeting and candidates. Information on the candidates and a ballot will be included in the second mailing, and there will be a postage paid envelope for the homeowners to send in their ballots. The meeting will be April 20, 2006 at 7 p.m. in a Gilbert Facility. The Board asked Betsy to look into any type of facility we can get from the Town for the meeting for free.

Open Forum

Karen Kemp ?– Karen again voiced her concern over the number of rentals in the neighborhood and she is concerned about the community?’s property values declining over the irresponsible renters. Mark Lewis told her to call Code Compliance to see what sort of Town Ordinances would address the cleanliness and maintenance of unkempt homes. Betsy said she would contact her with the Gilbert Code Compliance phone number.

Jim Nolan came to bring the following addresses to Management?’s attention:

845 S Roanoke ?– This house?’s shed is above the backyard fence height and they park in the gravel in front of their house. Betsy told him the Town allows the parking on the gravel, but she will look into the matter of the shed?’s height.

970 S Roanoke ?– This home has renters who continually leave their trashcans out. In the evenings, they park a huge moving van in their driveway but it blocks the sidewalk. Betsy said she would send a letter regarding the trash containers and the van.

1077 Portland ?– This house has a fence that is torn down. It is along the golf course, and Jim says the backyard landscaping has never been completed. Betsy said she would send a letter to the homeowner.
The Board said they had their approval to let Betsy take Jim Nolan?’s word on the golf course infractions since he sees the area more regularly. Jim will supply addresses for homes he knows to be in violation. The Board asked Jim to also look for houses that are obviously backwashing onto the golf course. This not only damages the fence, but also is killing the landscaping.

Collette Reno and Betsy will also get together to do another golf course tour to see the areas for themselves.

Joan and Robert Hart ?– The Hart?’s live at Cardinal and Pinto. They said their paint is darker than all of the homes around them, and they feel it really looks out of place. They requested to paint the house a lighter color that will blend in with the other neighboring homes. Betsy said she will get the Hart?’s an architectural request form to fill out and they can submit it. The Board told them it should be approved without a problem.

Adjournment

With no further business to be brought in front of the Board, the regular Board Meeting was adjourned at 8:16 p.m.
