How can we request changes to our covenants????

Again, sorry for the delayed response, we have tried on a couple of occasions to change certain aspects of the covenants with no success.  First of all, we have to pay the attorneys to "draft" changes, secondly we have to have a majority of the homeowners approve (this does not include renters, but the homeowners whos name(s) are actually on the deed.  Once we have the majority, we then have to pay the attorney yet again to put it in final draft for the community.  The fencing issue has been a big issue in the community since I have lived here(6 years) and we have had no success with actually having the change occur to the 6 foot addendum.
