Last week there was a shooting directly in front of my home on 2nd & Clark. This happened because young people not from my neighborhood hang around and congregate in front of the home adjacent to mine. One group of kids says something to another and BANG! drive by shooting. Right this moment across the street are 15 teens congregating in front of a home. I have called the police to report this and was told that unless something happens, there are no laws against groups of people congregating in front of a home.

Well if this is true then why were we told after the shooting occurred ''We should have called the police when we saw large groups of kids standing around?'' I am so frustrated I could scream.
